    Governor Gary R. Herbert appointed me to serve as one of four Tax Commissioners specified in the Constitution of Utah. The Utah State Senate confirmed my appointment and three subsequent reappointments. The commissioners collaboratively adjudicate nearly 2,000 tax appeal requests annually and jointly govern the state’s 735-employee revenue department with its $138.4 million budget. I monitor ongoing Open and Public Meetings Act compliance. I also led the agency’s response to the 2011 Governor’s Business Regulation Review and oversaw implementation of two upgrades to the Appeals Unit’s case management system.

    My major accomplishment in this position was orchestrating Utah’s implementation of a statewide Help America Vote Act compliant voting system. This required guiding to completion the vendor selection process, negotiating a $27.9 million contract with Diebold Election Systems, Inc., drafting voting equipment contracts between the state and 29 county governments, shepherding enabling legislation through the Utah State Legislature and directing the voting system deployment and a voter awareness campaign. Additionally, I oversaw daily operations of the Office of the Lieutenant Governor including notary public commissioning, lobbyist licensing, document authentication for foreign governments, municipal/district boundary certifications, state seal usage, campaign and lobbyist financial disclosure reporting and coordinating elections administration with county clerks and municipal recorders.
