Governor Gary R. Herbert appointed me to serve as one of four Tax Commissioners specified in the Constitution of Utah. The Utah State Senate confirmed my appointment and three subsequent reappointments. The commissioners collaboratively adjudicate nearly 2,000 tax appeal requests annually and jointly govern the state’s 735-employee revenue department with its $138.4 million budget. I monitor ongoing Open and Public Meetings Act compliance. I also led the agency’s response to the 2011 Governor’s Business Regulation Review and oversaw implementation of two upgrades to the Appeals Unit’s case management system.

My major accomplishment in this position was orchestrating Utah’s implementation of a statewide Help America Vote Act compliant voting system. This required guiding to completion the vendor selection process, negotiating a $27.9 million contract with Diebold Election Systems, Inc., drafting voting equipment contracts between the state and 29 county governments, shepherding enabling legislation through the Utah State Legislature and directing the voting system deployment and a voter awareness campaign. Additionally, I oversaw daily operations of the Office of the Lieutenant Governor including notary public commissioning, lobbyist licensing, document authentication for foreign governments, municipal/district boundary certifications, state seal usage, campaign and lobbyist financial disclosure reporting and coordinating elections administration with county clerks and municipal recorders.

My wife and I crated a family business together by completing basic and advanced floral design courses and then selling flowers from our garage. After two years of increasing sales, we opened a commercial studio but within six months closed the business to better focus on nurturing our children. We were actively involved with the Utah Professional Florists Association where I served on the board of directors as Secretary and Treasurer.

I was one of three elected officials sharing executive, legislative, and quasi-judicial responsibilities in the government for Utah’s third most populous county. I directly supervised five department directors, represented county government on various advisory, governing and policy boards and advocated county issues before the Utah State Legislature and Utah’s congressional delegation. Significant accomplishments during my term of office include modernizing the county’s public health ordinance and appointing a new Board of Health, developing the Davis Conference Center in Layton and securing funding to expand the county jail.

I managed a private junior college education division that offered seven associate-degree and two diploma programs. My responsibilities included advising the 400-member student body, supervising ten full-time, four part-time and twenty adjunct faculty employees. I compiled the institutional self-evaluation for accreditation renewal by the Accrediting Council of Independent Colleges and Schools (ACICS).

I was the department’s lead instructor teaching sixteen credit hours each quarter, advising the 100-member student body and supervising several adjunct instructors. I completed the institutional self-evaluation for academic program approval by the American Bar Association (ABA). I received the 1998-1999 Corinthian Colleges, Inc., Parthenon Award and Mountain West College Instructor of the Year award for “demonstrated excellence in . . . professional development, community leadership and student evaluations.”

I provided professional services including legal analysis, advice, and document preparation. I also taught Estate Planning courses for Weber State University’s Academy for Lifelong Learning and became a state certified Notary Public Instructor.

I prepared for the company's sales team spreadsheets that detailed the software, hardware and network components required for library automation systems.

I helped customers resolve issues related to installing and using word processing software.
