The American Rescue Plan Act was enacted by the US Federal Government in early 2021 to support relief projects addressing the impact of COVID-19 for State, Local, Municipal, and Tribal entities. AECOM was hired by the City of Detroit to support management of the city’s $826 million dollar allocation of funds from the treasury department. The City of Detroit has retained AECOM to provide program management, grants administration and funding compliance expertise across a broad portfolio of projects. My role on the project is as the Deputy Liaison, supporting the Quality Control Manager, overseeing compliance for a portfolio of 20 unique projects with a total value of over $99M. In my role I work between program compliance leadership and the City Project Leads supporting project execution, compliance with Federal rules, audit readiness, and risk management.

Site Logistics & Procurement - Michael was responsible for organizing the site logistics team while supporting a rapid project deployment of a Federal rapid response facility. The role required close stakeholder collaboration across the site and the system design to ensure functionality of on-site services. He then was the procurement lead for the site, ensuring a steady supply of incoming consumable goods and site equipment in a dynamic environment, as well as designing procurement tracking systems for document control.

St Thomas, Us Virgin Islands

AECOM was the Prime Contractor for delivering essential home repairs and roof replacements for residents of the US Virgin Islands, known as Emergency Home Repair Virgin Islands (EHRVI). The program provided repairs for over 7000 applicants and required a robust documentation framework to demonstrate work performed that met Federal and Program requirements. Michael led the project closeout team, responsible for producing closeout documentation representing $83M for submission to the USVI Government for payment. He worked directly with the client representative to maintain document compliance, managed ongoing QA/QC processes, and resolved of multiple layers of audit reviews to ensure full payment of contracted work performed.

Worked directly with the urban design principal on proposals and research, including conceptual development, presentation materials, and schematic design for a new city in central China. Responsibilities included performing detailed analysis of land use and building density requirements, developing organizational frameworks for new neighborhoods, and designing preliminary building massing. Concurrently I collaborated with the Landscape Architecture arm of our office developing proposals and visualizations for green infrastructure and waterfront resiliency interventions.

Designed a method of collecting, mapping and archiving YouTube videos based on geographic reference tags embedded in video metadata to create an interactive database for public access. This interface creates a new Published and presented work with the Center for Spatial Research with Violet Whitney and Nadine Fatteleh.

Managed the design and construction of the interior renovation for a multi-unit building in East Harlem, New York. Worked with the client in assessing design options and materials. Assisted the Principal Architect, sourcing materials and preparing presentations including constructing 3D models and renderings.

Engaged with city agencies and community groups to improve services and quality of life projects in the Manhattan neighborhoods of the Upper East Side and East Harlem. Organized and assisted implementation of public input meetings for neighborhood re-zoning for affordability and waterfront improvement projects. Researched the effects of rezoning proposals on the development of new buildings in East Harlem.
