The Citizens’ Utility Board of Oregon (CUB) is a nonprofit organization founded in 1984. CUB’s mission is to represent the interests of Oregon’s residential utility customers before administrative, judicial and legislative bodies, such as the Oregon Public Utility Commission and the Oregon Legislature.The Citizens’ Utility Board was founded by Oregon voters in 1984, and has been a leader in consumer advocacy within the energy industry. CUB has saved Oregon ratepayers over $6 billion. Among our achievements, CUB led the effort to create the Energy Trust of Oregon in 2002 which has helped Oregon to rank third in energy efficiency investment and was critical to Oregon’s passage of its 25% Renewable Energy Standard. CUB led the fight to obtain a commitment from PGE to close the 1970’s-era Boardman coal power plant by 2020. This commitment was the first of its kind in the country. CUB has also worked to ensure that Oregon takes the lead on the national stage in battling climate change.

Provide assistance with legal research, writing, and litigation practice to a solo practitioner specializing in environmental and personal injury law.

Reviewed environmental analyses, prepared and filed comments on projects proposed in wilderness-quality Bureau of Land Management lands in Utah. Met regularly with BLM staff throughout Utah. Assisted with legal research and brief writing associated with Interior Board of Land Appeals adjudication. Conducted fieldwork on wilderness-quality lands throughout Utah.

Work in the operations division of the legal department ensuring that global legal records databases are accurate. Research national and international records retention laws and assist in overall operational organization. Review current and historical legal records, contracts, and litigation files to ensure compliance with corporate record retention policy and schedule.

Worked with representatives from the Oregon Department of Energy and Public Utility Commission to plan and organize an Energy Storage Workshop on March 19 that was attended by over three hundred energy professionals. Assist the ODOE and PUC in authoring a research paper designed to analyze and project the efficacy of various energy storage technologies to be implemented in the state of Oregon under a federally funded pilot program.

Provide assistance to the partners of a civil litigation practice concentrating in family law, personal injury, and real estate law by drafting pleadings and memoranda, helping prepare for courtroom litigation, and assisting in legal research. Legal documents drafted included complaints, affidavits, a Petition for the Dissolution of Marriage, answers to motions for summary judgment and dismissal, and various inter-office memoranda on a variety of research topics. Made appearances before judges on behalf of the firm in numerous state courthouses to set status dates and file other matters.

Assisted the firm’s attorneys with advanced legal research pertaining to the Telephone Consumer Protection Act in a large-scale class action lawsuit.

Worked closely with and provided assistance to the legal director of an environmental non-profit organization. Assisted in brief writing and litigation preparation in a lawsuit against the Bureau of Land Management to help protect old-growth forests and the endangered red tree vole. Research included administrative law, judicial notice, and the Northwest Forest Plan.

Managed Bureau of Land Management grant to update and build websites on topics including state water law, land use challenges, and other BLM issues while also editing for accuracy and quality. Researched water law, federal/state administrative law, federal agency mandates, and National Landscape Conservation System.

Worked closely with staff attorneys on litigation-oriented projects at a public interest environmental organization to help protect and restore the natural resources and native species of northwestern California (primarily in Endangered Species Act litigation). Helped to secure a Preliminary Injunction on harmful logging operations in critical Northern Spotted Owl habitat. Conducted legal research and writing, assisted with brief writing, and attended agency hearings.

Contributed to legal research and preparation for a lawsuit brought by WELC on behalf of a Native American tribe in Southern Nevada seeking the closure of a coal-fired power plant. Focused on research and work related to the Resource Conservation and Recovery Act, administrative law, federal jurisdiction. Responsible for drafting Freedom of Information Act requests.

Conducted extensive research on guidelines of Title IX, collaborating with the Department of Education’s Office of Civil Rights, to help prepare a hypothetical case study for Professor Rocklin’s legal research and writing course. Other research topics included legal ethics and the concept of zealous advocacy, the Federal Rules of Appellate Advocacy, various state rules of appellate advocacy, and appellate court procedures in general.

Coordinated with the Judge, Judicial Clerk, and Judicial Assistant in the daily operation of the Judge’s chambers. Drafted weekly memoranda advising the Judge on various motions and hearings before his bench from the civil motion docket. Observed numerous hearings and jury trials throughout the courthouse.
