Strategic planning is the interactive collaboration of executive management about operational improvement and the execution of innovation in policy, staffing, and budget. I authored and managed the Senate's strategic plan in all of its phases: planning, directing, overseeing, and evaluating ongoing innovation efforts to ensure alignment with long-term enterprise objectives.As a fully contributing professional legislative staffer, I also fully supported the work of the modern American legislature: staffing committees; establishing dockets; planning and coordinating hearings; interfacing with elected officials, political leadership, committee/commission Chairs, public interest groups, and most importantly with active, interested, and participating constituents.

As co-chair of NCSL's 60-member Board of Directors I provided leadership for a national bipartisan professional organization serving more than 30,000 legislators and legislative staff of the nation's states and territories. I helped create, innovate, and guide research, technical projects, training, and networking opportunities for elected policymakers and other stakeholders to exchange ideas on the most pressing public policy issues of the times. Association management requires stewardship of budget, staffing, and programs in support of the organization's mission, and I helped direct programs advocating the interests of state governments before the U.S. Congress and federal governmental agencies.I represented the organization through personal interactions, panel participation, correspondence, press activities, and other public engagements, delivering a consistent message that American state legislative institutions are the proving ground of modern democracy, and that strong states make for a strong nation.

As the institution's second Chief Technology Officer, I transformed the centralized IT department from a basic tech-support operation during the very early days of government technology adoption into a customer-centric, collaborative, strategic, highly motivated, and professionally empowered contributor at the enterprise-management level of the Legislative Branch of government.I was a collaborative member and twice-appointed Chair of the Senior Management Team charged with operational accountability and interdepartmental coordination of the Legislative Branch with responsibility for a $34M budget and 420 staff members, in a transparent, public, and highly accountable setting. I spearheaded the design, implementation, and management of initiatives to incorporate innovations for improved communication, workflow automation, customer service fulfillment, and paperless information exchange, leading to increased staff efficiency and the creation of a more evolved, publicly-accountable, and efficient government policy-making enterprise.I managed and coached multi-departmental teams accountable for asset management; technical, communications, and physical plant infrastructure; system and business process improvement; information security and disaster recovery; application development; and for project, vendor, and contract management.

- Managed multiple and simultaneous high-profile, mission critical application development projects, coordinating in-house resources with contract / vendor talent for successful implementation and application adoption. Led the system documentation process, as well as recommended policies governing use and maintenance of these new systems.- Managed the design, development, testing, implementation, and evolution of the first automated legislative workflow routing and document management system employed in the environment, laying the groundwork for all future systems developed by the enterprise in support of its core business functions.- Managed the successful design, development, implementation, and testing of one of the first automated systems for the provision of public legislative information on the internet, which served as a model for other publicly accountable government and legislative bodies, both locally and globally.- Led the initiative to design, procure, and install one of the first successful wireless network installations in a State Capitol building.

- Identified, conceptualized, and supported information creation and management tools allowing for the successful migration from the legacy mainframe environment.

- Analyzed, managed, and maintained data and systems in support of agency priorities. Provided general office technical support. Analyzed, improved, and re-engineered business processes. Identified and recommended technology efficiencies and opportunities.

- Drafted, edited, processed, tracked, and published legislative and legal documents. Conducted and published legal, legislative, and public policy research products for use in establishment of state policy, especially in the areas of education, local government, taxation, and technology.
