• Developed custom-view reporting for Commonwealth CTO and CIO to capture over 250 Enterprise and Technology Services Offices (ETSO, TSO) projects and operations initiatives across all Commonwealth Delivery Centers (DCs). Report consisted of data collection to present a broad view of QTR/YR completion forecasts, strategic alignment, resource utilization by service area, budget constraints, contract contingencies, and dependencies across all portfolios. • Standardized ETSO and TSO status and time reporting for project and operations portfolios across all DCs. Developed data model and reporting to capture, aggregate, analyze, and trend resource hours by portfolio, service area, and ITIL task. • Project Manager - MS Teams Implementation: Migrated 30k voice users from Skype to MS Teams within an aggressive 8-month schedule. Developed schedule and expanded data to support all facets of migration: planning, site testing, user lists, bot and end user engagement, migration status, triage, analytics, and progress/forecast statistics for executive reporting. • Telework Survey/Covid Response: Developed/administered Telework survey to all ETSO and TSO resources to capture Telework impacts to physical space needs for IT resources. Summarized data and provided analysis outlining “time onsite” activities, telework designation, physical space needs, and opportunities for footprint reduction. • Log4j Remediation Data Collection: Established Teams site, sourced and organized reference material, identified stakeholders and POCs, developed data collection template and worked with DCs to drive and assist in data collection for the purpose of capturing remediation efforts and risk assessment data across the Commonwealth. • Prepared project request proposals, managed approval process and established project profiles in the project portfolio. Provided weekly PMO updates to Enterprise and TSO leadership; ensured all portfolio status reporting to leadership aligned across channels.

• Established a Governance model for project request intake to foster creative and collaborative solutioning with a focus on technology convergence. Developed a project cost estimation tool for calculating high level estimates to include standard development costs, variances, and yearly maintenance. Developed and lead the Solution Architecture team in the creation of over 50 project solution proposals across five agencies, totaling over $7M in estimated IT services. • Organized the CEDC’s development resources into 13 teams based on skillsets and applications supported. Developed and implemented a Demand Management process through which over 90 projects in the Delivery Center portfolio were organized, prioritized, and mapped to a fiscal year start/finish. Provided monthly reports on request backlog status to identify resource needs against the current portfolio of work. • Implemented project management standards, processes, and templates in support of all methodologies utilized by the Delivery Center. Created the CEDC PMO SharePoint site to house templates, guidelines, project links and artifacts.• Implemented the Project Intake and Prioritization System (PIPS) custom application to support project and maintenance request submissions across 5 agencies. Developed, implemented, and managed the CEDC Intake process to include initial triage and development team assignment. • Established the Delivery Center’s project portfolio in Daptiv. Implemented Daptiv timekeeping and structured the project portfolio to capture labor costs for projects and maintenance requests by Agency and Bureau.• Project Manager for the Shared Services Transformation Delivery Center pilot. Worked with the OA-EPMO to implement service delivery processes and standards in support of the Governor’s Shared Services initiative. • Project Manager for the GIS Infrastructure Rebuild project.

Loyalty Program and Fuel Rewards 2016 to PresentManaged project team of 50+ resources and 5 vendors through development and implementation. Maintained project plan and mitigated risks. Developed deployment technical plans and managed deployment activities. Edge Firewall Upgrade – 2016Managed Edge Firewall upgrade to support PCI compliance program. Developed tools/processes to align store environment details and rollout schedule to labor and hardware costs for the purpose of automating ETC reporting, accrual calculations, forecasting and cost control. McKesson Enterprise Rx Implementation 2014 – 2015Managed store level implementation of cloud based pharmacy application to 563 pharmacies. Managed $6M capital budget. Project completed 6% under budget. Built store level RX detail database. Developed and managed an aggressive implementation schedule. Project completed on time with a maximum velocity of 18 pharmacies/week installed. ACE POS Store Implementation & Front End Hardware Refresh 2012 – 2014Managed $58M capital budget through development of detailed financial tracking tools and processes to align costs at store level, forecast remaining spend and facilitate detailed spend analysis. Identified $1.2M in erroneous charges. Created store level environment database for 768 stores to support rollout, hardware requirements, POS controller staging data, store audit details and associate training schedule. Created and managed consolidated Project Plan to include five 3rd party solutions.

Developed and produced weekly and monthly performance reporting metrics detailing workload volume, trend analysis and functional area demand across four Lines of Business. Streamlined departmental workflow procedures; produced flowcharts, documentation and presentations.
