Lead Contracting Officer Representative (COR) for LOGCAP IV, a US government contract with a value over $74M, Analyzed and compiled historical data and presented a proposal which lead to a de-scope of the contract in o to include significant cost driven reductions in a variety of areas.• Developed and refined a transportation cost savings tool utilized by the division saving over $10M savings for the U.S. government during one of the more recent periods of reduced government spending tied to the defense budget.• Responsible for planning, coordinating, and synchronizing distribution operations, determining requirements for air and surface movements for supported units, and managing transportation capabilities.• Developed and authored the revision of several sections of the government contract’s Performance Work Statement and Quality Assurance Surveillance Plan to reflect the major cost driven reductions for the contract.

Supervised, managed and coordinated daily operation covering multiple areas of military training and readiness, administration, supply and logistics, maintenance, budget administration, operations, information management, resource management, recruitment, public relations, family readiness, equal opportunity, discipline, and liaison with other military components and civilian organizations. Developed, implemented and managed the annual budget of over $2.5 million.• Supervised the daily activities and job performance leading a team of eighteen team members consisting of both military and civilian employees.• Monitored and tracked all obligations and expenditures for base support functions throughout the execution phase of the annual operating budget. Verified that obligations and expenditures occurred on a timely basis in accordance with the annual work plan, regulatory controls, and were within amounts programmed.• Ensured that plans are properly implemented. Participated in all negotiation presentations with the contracting officer and contractors to negotiate a successful bidding process which ultimately led to major cost reduction.Analyzed and compiled historical data and presented a proposal which lead to a de-scope of the contract in over $12M savings for the U.S government to include significant cost driven reductions in a variety of areas. Developed and authored the revision of several sections of the Performance Work Statement and Quality Assurance Surveillance Plan to reflect the major cost driven reductions for the contract. Authored and developed a course of action plan which would ultimately eliminate the multi-million dollar contract and have all movement control operations performed by Army and Air Force personnel.
