I am an experienced international advocate and policy senior executive with experience over the last fifteen years focusing on human rights, humanitarian and development assistance reform, and intersections with situations of conflict and a lack of accountable governance. I am the former first Deputy Assistant Secretary of Defense for Global Partnerships in the Office of the Secretary of Defense (Policy).Prior to that I served as Principal Director for Stability and Humanitarian Affairs at the Department of Defense. In that capacity I had policy responsibility for humanitarian assistance and disaster response, including COVID-19 global response; DoD support to the security of U.S. embassies; peacekeeping and stability operations; and international humanitarian law, rule of law, Women, Peace and Security, and protection of human rights.My prior work at Oxfam was to lead a global policy team working to make aid and development finance more accountable to the poor. Prior to this, I managed a team focused on transforming the humanitarian system to help countries become more self-reliant in emergencies.Before joining Oxfam, my experience includes directing policy advocacy for non-profits focusing on international human rights issues, strategic communications/cultural advising for the federal government (DOD) on issues of national security, and leading humanitarian, USAID-funded emergency response programs in Syria, Turkey, and Jordan. I've served as lead UN representative and initiated program reform initiatives for humanitarian organizations that have had lasting impact.I specialize in persuasive advocacy fueled by solid policy and field-based analysis, and bring 10+ years of experience in the performing arts and professional work with national and international issue-based advocacy campaigns for non-profits, humanitarian organizations and political causes. I relish the opportunity to find practical policy and program solutions to complex international challenges.
