Seconded to the project team within PHSA to create an new organization and structure to support the implementation of new BC legislation that became effective as of October 1, 2015, Laboratory Services Act (LSA). This act covers all facilities providing laboratory services formerly governed under the Medicare Protection Act (MPA) or the Hospital Insurance Act (HIA) are considered “grandparented laboratory facilities” and continue to provide laboratory services under the LSA.

• Director of Business Planning, PHSA September 2006 to September 2015 Accomplishments - Lower Mainland Consolidation: Laboratories (approximately $260m expenditures): Supported operational management for a large virtual portfolio that has over 30 lab sites across multiple Health Authorities in the lower mainland of BC. The large portfolio is the result of the Lower Mainland Consolidation of laboratories that started in 2008 to achieve savings targets assessed on the portfolio. Created consolidated variance reporting and analysis across three health authorities and four separate general ledgers, including Fraser Health, Provincial Health Services Authority, and Vancouver Coastal (including the affiliate, Providence Health) Created consolidated statistics reports within PHSA Cognos BI Tool from many different data sources within various health authorities. Supported the project team to move +2,500 staff to PHSA and managed the related budget transfers for moving all union technical laboratory staff to PHSA in 2014 (approximately $100M). This included setting up and managing regular 2 week funding transfers between all the partners. Regularly managed a complex budget planning process that consisted of 5 separate budget processes that were not standardized or occurring at the same time during the year.Accomplishments - PHSA Laboratories (approximately $70m expenditures): Supported management through the complications of restructuring and consolidating all PHSA agency laboratories from multiple business units into one corporate portfolio called PHSA Laboratories  Created a custom “FTE Reporting Tool” for Lab managers and Lab executive to use on their desktop for FTE analysis at a summary level and an employee level (2007). Later developed FTE report specifications for the new Cognos finance business intelligence reporting tool (2009). Participated in the RFP for an organization wide business intelligence tool, awarded to IBM Cognos

Responsibilities – Lab Enterprise: Supported the project team to consolidate laboratories in PHSA from the individual agencies of BC Cancer Agency, BC Children and Women’s Hospital, BC Center for Disease Control, and Riverview Hospital and create a centralized corporate clinical laboratory service

Kelowna

Responsibilities: Primary area of responsibility was Kelowna General Hospital (major acute site with more than 300 beds) and also Pharmacy Services in the Okanagan  Other areas of responsibility; included various financial analysis as required to make recommendations to the Corporate Director of Business Support, Chief Financial Officer, and/or Community Administrators on financial issues as they related to both the strategic direction and the day-to-day operations in Interior Health. (An example includes a report on the post implementation review of opening additional operating rooms at Kelowna General Hospital and which services benefited the most and how where new beds impacted by the different types and volumes of procedures by service.)  Provide financial support and direction to the Kelowna General Hospital’s senior administrative and operating team meetings.  Supported the administrator to create a $10 million in reduced operating costs per the CEO’s strategic direction (defined and fully implemented within 6 months). Assemble all financial/statistical statements and variance reports for Kelowna General Hospital and Pharmacy Services in the Okanagan and provide in-depth analysis as needed

Operated a very successful grain farm in Manitoba, primarily growing wheat, barley, canola and flaxseed. Regularly marketed and sold crop in various ways as well as hedging and using futures markets to maximise returns.
