Mr. Messenger has worked in the energy efficiency and evaluation field since 1978, and is a nationally recognized expert in the areas of program planning, potential analysis, and program evaluation. Mike has experience in evaluating the savings and market impacts of energy efficiency portfolio and estimating the cost effectiveness of energy efficiency and demand response programs. He also has experience evaluating the effects of dynamic pricing tariffs and developing of technical, economic and achievable savings estimates for public utility commissions in California and Texas. Mike was responsible for the development of the first technical resource manual in California in the early 1990’s. Mike is currently leads the independent evaluation team in Maryland responsible for verifying energy and peak savings from efficiency and demand response programs and is the lead on the development of net savings estimates for NYSERDA's energy efficiency programs.
Worked in a number of positions including: senior advisor to two Energy Commissioners, head of Demand Response Program, developer of appliance standards for refrigerators and central air conditioners, and chief evaluator of a variety of CEC and utility demand response and energy efficiency programs
Responsible for review and comment on program evaluations complted by program administrators and integrating results of these evaluations into the CEC forecast.
I was hired by OPA to help develop the organization's capability to evaluate the load impacts and effectiveness of Ontario's energy efficiency programs and develop guidelines or protocols for EM&V practioners. Both tasks were accomplished.
