Responsible for marketing and business development activities for all Raytheon products and services in Saudi Arabia, Syria and Yemen. Four years in Riyadh KSA, working requirements and acquisition issues with RSAF for tactical air-launched weapons for Royal Saudi Air Force fighter aircraft. Personally intervened to direct business units in closing on two significant contracts for Laser Guided Bombs and Sidewinder missiles. Worked on several IATC bid efforts with Civil Aviation authorities. Assisted in discussions and negotiations on several successful Raytheon Engineers & Constructors commercial projectswith Ministry of Industry and Electricity, Ministry of Petroleum and Mineral Resources, and SABIC.

In addition to continuing coverage for tactical weapons programs, in July 1993 was named Washington Operations Manager for Transportation Business Development. This was a new position created following his completion of a comprehensive, 8-month market research study to identify transportation-related, non-traditional business opportunities for Raytheon Divisions and Subsidiaries. New areas identified and subsequently pursued were: Intelligent Vehicle/Highway Systems (IVHS); High Speed, Transit and Light Rail Opportunities; Magnetic Levitation (maglev) Transportation; Personal Rapid Transit (PRT) People-Mover Systems. Participated in planning and execution of first efforts by Raytheon entities. With new position in July 1993, assumed additional responsibilities for Washington coverage of other Raytheon programs dealing in Vessel and Maritime Systems and Federal Aviation Administration programs. Continued to support coverage of tactical weapons programs.

Command. Supervised staff responsible for advanced development programs for: TheNational Aerospace Plane (NASP); Strike against Strategic Relocatable Targets (SRTs);Hypersonic Glide Vehicle (HGV) Prototype; Strategic Conventional Systems Roadmap; EarthPenetrating Weapon (EPW); Standoff Missile Advance Guidance, and several high-priorityclassified programs.Additionally responsible as Chairman, Strategic Offense Panel, Program ReviewCommittee to review and make resource recommendations on 18 major programs totalingover 27 billion dollars in the five-year defense plan. As System Program Officer for theTechnical On-Site Inspection (TOSI) System, a system to provide effective verification ofnuclear weapon treaty compliance, his aggressive management resulted in a fifteen-monthprogram acceleration to respond quickly in the event of early treaty ratification. Retired fromthe USAF in July 1987.

Military Assistant to the Ambassador during US/Soviet Nuclear Arms Reductions Negotiations (START) in Geneva, CH. Participated in formal plenary meetings and in post-plenary meetings with the Ambassador. Summarized discussions from notes and transmitted to Executive Branch interagency groups.

for Congressional Matters to Deputy Chief of Staff, Research,Development, and Acquisition, Headquarters United States Air Force. Established and maintained direct liaison with members and staffs of the House and Senate Budget and Appropriations Committees, primarily the Subcommittees on Defense Appropriations. Responsible for all appropriations matters dealing with all three Air Force Procurement Accounts and the Research, Development, Testing and Evaluation (RDT&E) account.

for Tactical Fighter Armament Requirements, Headquarters UnitedStates Air Force. Led U.S. efforts to define joint Navy/Air Force operational requirements for the Advanced Short-Range Air-to-Air Missile (ASRAAM). Negotiated these requirements with British and German Air Staffs. Advocated requirements and funding for numerous tactical aircraft weapon programs, including: Advanced Medium Range Air-to-Air Missile, ASRAAM, Sparrow, Sidewinder, 30-Millimeter Gunpod, and Various Drone and Aerial Target Systems.
