• Directs the overall management of workforce contracts, including the management of the budget tomeet contractual obligations within the established timeframe.• Proactively initiates, develops, and implements strategies to meet/exceed performance measures andreports on progress in a timely manner and within established quality standards.• Assists the President/CEO, the Executive Team, and the Leadership Team in the development andimplementation of medium and long-range plans to meet contractual obligations.• Acts as the primary contact between C2 GPS and the contracting agency as well as with otherstakeholders and partners.• Oversees all workforce operations and activities; coordinates the activities of the career centers formaximum efficiency in the delivery of exceptional services to customers.• Manages the workforce system according to established policies and procedures to meet all contracted performance measures; in collaboration with other departments, works with allotted budget to serve all customers to meet contracted performance measures and expenditure benchmarks.• Understands and applies the concept of a performance driven and quality focused system.• Oversees all special projects and the business solutions departments; coordinates the activities ofprojects and staff for maximum efficiency in the delivery of services to customers.• Works in very close collaboration with other departments, to collect and review performance data andother relevant information and to develop, as necessary, corrective action plans, including staff andcareer center performance improvement plans to meet all contracted performance measures andbenchmarks within the established deadlines.• Leads the outreach teams; develops, monitors, and maintains meaningful partnerships for the benefit of our customers, the workforce system and collaborates with all system stakeholders; may act as aliaison/resource to community organizations.

•Oversees the administration of federal and state funded programming allocated to the 10 county region.•Provides professional support for the Coastal Workforce Development Board (CWDB); serves as the liaison the CWDB, the city, the state and other regional stakeholders; coordinates the activities of the 4 sub-committees; develops, implements and modifies CWDB policies and procedures.•Responsible for the development, negotiation, and administration of regional service contacts. •Develops and implements new employer-based training to assist regional businesses upgrade the skills of their workforce in key sectors such as logistics, manufacturing and hospitality.•Improves operational, marketing and evaluation processes to increase departmental efficiency and the number of businesses and workers that employer-based training supports.•Develops and maintains effective ties with key partners such as chambers and development authorities, local business associations, governmental agencies, training partners and non-profit groups.•Manages budget and financial projections.•Supervises, directs and evaluates assigned contractors and internal staff, then guides their professional development.•Refines and strengthens the definition(s) of success, including creating new performance metrics and reporting dashboards to communicate outcomes for Business, Veterans, Job Seekers and Youth Services are met.•Analyzes obligations, expenditures and departmental policies/procedures to improve services to employers and the community. •Negotiates 3rd party contracts with providers of to ensure positive outcomes and that the needs of employers, veterans, youth and job seekers are met.*Responsible for the regional, state and national promotion of the WorkSource brand.

•Work with employers to identify recruiting needs and skills gaps. Partner with local community colleges and community based organizations to provide training opportunities for existing employees, job seekers, youths and/or special populations to meet those needs.•Collaborate with local businesses, school systems, and internal departments to build and implement innovative partnerships.•Use LEAN principles to direct operations to plan procedures, establish responsibilities, evaluate performance and coordinate functions among staff and partner organizations. •Lead a staff of up to 40 employees with specialties including programmatic, academic, financial, special projects and management.•Responsible for overseeing a yearly budget of over $6 million. •Partner with local employers to place up to 60 youth in summer work placements.•Responsible for oversight, regulation and performance outcomes of the Workforce Investment Act (Adult, Dislocated Worker and Youth), TANF (Temporary Assistance for Needy Families), Wagner Peyser, Trade Act and Jobs for Michigan’s Graduates (MJAG). •Negotiate with 3rd party contractors to procure services and to ensure contract performance.•Write request for proposals (RFPs) seeking state and federal funds to maximize services.•Creates and tracks operational Key Performance Indicators (KPIs).

•Directed and coordinated daily activities of two Michigan Works! Service Centers which experienced over 30,000 individual jobseeker visits per year.•Supervised and provided technical assistance to a staff of up to 26 employees, including programmatic, financial and management staff.•Partnered with local community colleges and community based organizations to provide new training/employment opportunities for businesses, youth, adults and special populations.•Responsible for overseeing a yearly budget of over $6 million in formula and non formula program funds. •Acted as a liaison between Orchard View Schools and Michigan Works. Balanced the interests of the school system while meeting and exceeding established outcomes of the Michigan Works system.•Wrote grants and responded to Request for Proposals in order to capture additional revenue and increase community impact.•Created staffing plans, implemented and directed special initiatives, responded to monitoring reports and met with other organizations to discuss services or possible partnerships.

Centers which experience over 34,000 individual jobseeker visits per year. •Responsible for all Human Resource activities including recruiting, interviewing, hiring, training and disciplining staff.•Partnered with local community colleges and community based organizations to provide new training/employment opportunities for businesses, youth, adults and special populations.•Led transition that reduced the total number of contractors providing MW Services from three to one.•Supervised a staff of up to 60 employees. Staff was distributed over three main centers, two satellite offices and four high schools.•Responsible for overseeing a yearly budget of over $5 million. •Assisted in the design and implementation of a job matching data base that connects to Pure Michigan Talent Connect. •Implemented Jobs for America’s Graduates (JAG) in Michigan, expanding the program from one to seven local high schools.

•Supervised the day-to-day contracted operations of the Work First Program, including directly managing 22 employees across five service centers.•Increased staff success and morale by implementing new policies/strategies designed to help the staff assist their clients in achieving their educational, training, and employment goals.•Oversaw the dispersement of over $800,000 in funds annually.•Collaborated with Michigan Works! and partner organizations to develop and implement policies and strategies to improve the impact on local communities.
