It is my opinion that Assessment should be a key stakeholder in discussions surrounding long-term fiscal sustainability and financial planning for a municipality.Accountabilities Include:• Leading the valuation team for all non-residential properties in Airdrie (Commercial, Industrial, Hotel/Motel, Mini-Storage, and Multi-Family)• Responsible for the valuation of over $2 billion in market value. Which results in tax revenue of over $28 million.• Prepare fiscal impact analysis statements for proposed developments and land use changes and supporting these figures in front of council and local boards.• Provide real estate expertise and insight for the SDAB (Subdivision and Development Appeal Board) hearings.• Coordinate pre-roll and open house discussions with tax agents and business owners.• Prepare and defend assessments before the Composite Assessment Review Board (CARB).• Represent the Assessment Department in all CASP and NSP reviews conducted by the City.• Read and interpret non-residential blueprints for input into the assessment system.• Coordinate the annual request for information (RFI) process.• Input and analyze critical information from the RFI's to ensure accurate assessments.• Proficient computer skills in a variety of computer systems, including Great Plains Dynamic System, Camalot, CREB, Spin II, MileNet, Airdrie CMS, Commercial Edge, MLS, CoStar, Pictometry, and Microsoft Office Suite.• Effectively communicate with taxpayers in situations including telephone inquiries, field inspections, and email correspondence. • Collect and input property data to be valued used by Marshall and Swift.• Manage the assessment webpage and all of the content provided on it.• Implement technological advancements and process improvements to further the department’s effectiveness.
