College Dean equivalent - Proven success leading and assessing a college of 45 multi-disciplinary educators with PhD’s in philosophy, sociology, psychology, political science, and JD’s in law developing and teaching 4 core courses and 20 electives in leadership, ethics, military law, experiential leadership and character development with a total college through put of 5200 undergraduate students annually with an approximate annual budget of $1mil. Provides oversight for a $300-500K annual graduate leadership masters program partnering with George Washington University. Responsible for identifying, assessing and recruiting 350 future Aviators from a pool of 700 qualified candidates each year in a competitive environment where other agencies are also trying to recruit these same individuals. Manages $500K a year flight school with 20 plus military and civilian flight instructors providing basic FAA instruction and qualification to over 200 student pilots a year. One year experience sitting on U. S Naval Academy Admissions board. Two plus years experience teaching Naval Academy undergraduate leadership and ethics courses. One plus year teaching graduate leadership and ethics course for George Washington University.

City Manager equivalent leading five diverse overseas coastal installations in a challenging foreign government political environment. Managed 600 facilities covering over 1000 acres with a plant replacement value of over $900 million. Oversaw an annual 5 million dollar labor budget and 30 million dollar non-labor budget. Supported 23 tenants and 1500 personnel with a 150 person staff providing police security, fire fighting, safety and policy compliance services, environmental resource oversight, airfield and maritime port operations, lodging, recreation, camp grounds, sports and fitness complexes and restaurants, and logistical support. Managed emergency operations that oversaw numerous disaster preparation and relief operations in an area known as “typhoon alley”.

Led a 75 person staff that provided leadership, character, and ethical development training for 4,400 students. Supervised a small 7 person staff with an annual training budget of $1.5M that planned, coordinated round trip travel, and executed all aspects of required complex annual training for 3000 students throughout the U.S and numerous overseas locations.

Managed a diverse staff of 40 international personnel and analysts providing Horn of Africa and Indian Ocean strategic maritime operational oversight and analysis for senior executives. Expert and consultant on counter-piracy operations. Regularly provided high level briefings and counsel on complex and sensitive operations to senior executives to assist their decision making.

Led a helicopter aviation squadron (HS-11) supervising over 175 maintenance, administrative, pilot and aircrew personnel. Responsible for the scheduling, maintenance, and operational tasking of 7-9 helicopters. Managed an annual 2 million dollar aviation maintenance, operation and training budget. Led squadron in two very successful oversea combat deployments. During tenure as commanding officer the squadron was recognized in 2006 and 2007 as the best Navy Helicopter Squadron on the east coast in its competitive category. In 2007 the squadron was also the Navy’s nominee for the prestigious Secretary of Defense Phoenix Maintenance Award. Peer selected 2007 winner of naval aviation leadership award.

Responsible for the coordinating and scheduling operational tasking and training of 5 aviation helicopter squadrons with a combined total of 30-35 aircraft and over 1000 maintenance, administrative, pilot and aircrew personnel. As Wing Operations Officer was the direct liaison and coordinator for helicopter training operations at the AUTEC training facility on Andros Island, Bahamas. Responsible for scheduling and coordinating all over-water and over-land training ranges. Facilitated complex one squadron transition from primary over-water mission to critically needed over-land combat air ambulance mission.
