My duties are , in addition to serving in the ESF 2 (Communications) position during State Emergency Operation Center Activations, responsible for supervising the installation, maintenance and repair of all types of communication equipment, including mobile radios, portable radios, base stations, repeaters, tower transmitters and control stations. Develop and implement a preventive maintenance schedule to prevent a major communication system failure. Ensure compliance of FCC laws, rules and guidelines through inspection, analysis and measurement of communication equipment. Maintain and or set up P25 talk groups, frequencies, etc using Motorola Software.Oversees and coordinate the scheduled work of vendors / contractors as TEMA'S on-site representative to verify and confirm work is accomplished per specifications. Also coordinate the installation and removal and repair of radio systems by scheduling work activities, and logistics of radio technicians and radio users.Coordinate, execute and implement the Spring and Fall TEMA / AUXCOM Exercises each year at the Tennessee Fire Academy.As a Communications Unit Leader (COM L) Instructor, assist in TEMA sponsored COM L Classes.
Radio Communications Technician Iii
My duties are , in addition to serving in the ESF 2 Manager ( for Communications) position during State Emergency Operation Center Activations, repair radio transmitting equipment/systems (to include fixed, mobile, portable devices and ancillary equipment-lighting and sirens) utilizing necessary test equipment including PC, test set, hand tools, etc. to ensure reliable communications. Perform preventative maintenance on radio transmitting equipment systems according to FCC guidelines and manufacturer's specifications to prevent system failure. Install radio transmitting equipment/systems in vehicles and/or structures according to system operational parameters to meet operational needs of the user. Program system parameters, talk groups, frequencies, etc. using computer software to maintain or set up radio transmitting equipment/systems (such as P25 - IP network, microwave point-to-point and analog communications).
State Interoperability Officer
As the State Interoperability Officer I am responsible for building relationships with the served Public Safety Agencies and promoting our ability to provide reliable back-up emergency communications technology. Interoperability refers to the ability to send and receive emergency –related information, independent of the specific system used by the sender or receiver. During times of crisis – or in exercise operations TN ARMY MARS provides reliable, real-time interoperable emergency communications technology to served local public safety agencies and State Government at all levels.Each year I work with the TEMA Liaison to develop, plan and execute a Spring and Fall Interoperability and Emergency Communications Exercise to increase, and promote interoperability between TN ARMY MARS and the Federal and State served agencies.

Supervise emergency operations staff; serves as shift leader for entry and working level emergency management operations officers. Responsibilities included but not limited to supervise and participate alert local, state, and federal agencies in the case of natural and man-made emergencies; determines appropriate communications method based on circumstances of situation; provides communications support in the case of emergencies and during training exercises; serves as liaison between incident scene and agencies needed for the situation; determines which agencies to contact based on circumstances of incident; transmits information to proper authorities in order to protect lives and property.In this position additional responsibilities include supervise and coordinate emergency response efforts for TEMA and other state agencies; assists local governments in execution of emergency preparedness plans; learns to interpret technical information about natural and man-made disasters; calculates evacuation plans based on graphs and standard topographical maps; plots storm watches and warnings; interprets changes in pressure and weather patterns; interprets codes for tracking and identifying hazardous material transports; requests and analyzes situation reports from local governments; may be required to accurately record situation reports from information gathered via communication devices; calculates reported damage estimates.Supervises the operation of a variety of equipment such as computers, microfiche, radio consoles, multi-channel recorder, security gates, cameras and overrides, National Warning System, multiline phones, fixed nuclear facility conference phone, and NOAA weather radar and forecasting system; operates all equipment during any emergency situation determined to be a mission.
