Michael Kagan is a law professor at the University of Nevada, Las Vegas, specializing in immigration, legal ethics and malpractice, administrative law, and international human rights. He has consulted widely with law firms and human rights organizations, and has testified as an expert on legal malpractice and the intersection of criminal and immigration law. His work has been cited by federal courts of appeal in the U.S., the High Court of Israel, and the Refugee Status Appeals Authority of New Zealand. He is the author of more than 30 law review articles, book chapters, training manuals and reports.Prof. Kagan was a lead drafter of the Nairobi Code, an international model code of ethics for legal aid in refugee cases, and he teaches legal ethics in both the clinical and regular classroom at UNLV. He established a partnership between the UNLV Immigration Clinic and the Clark County (NV) Public Defender to consult on plea bargaining in criminal cases involving non-citizens, through which he has consulted on close to 200 criminal cases in the State of Nevada. He has also taught many CLEs on the intersection of state criminal law and federal immigration statutes. Before coming to UNLV, Prof. Kagan helped to establish Asylum Access, a US-based organization that operates refugee rights programs on three continents, and was director of Africa Middle East Refugee Assistance in Egypt. Prof. Kagan writes the blog RSDWatch.org, which monitors refugee status determination by the United Nations.
