Lead FAC team and partner meetings, supervise program staff, conducted performance reviews, lead and participated in recruitment and hiring of program staff.

Lead and administered the Nevada State-wide Urban and Community Forestry program including providing technical assistance to partner agencies, communities and homeowners, annual budget building, grant monitoring and reporting, manage subgrant program solicitation, awarding, and compliance monitoring to ensure federal requirements are being met, development of outreach and education materials. Supervised two staff. Provided technical and financial support to municipalities and communities regarding urban and community forestry including tree planting, tree inventories, insects and disease assessment, canopy analysis, and many state-wide Arbor Day events. During my first year, I also provided coverage for three vacant positions (Fire Adapted Communities, Urban and Community Forestry, Forest Stewardship/Forest Legacy Programs).

Managed and coordinated the Forest Fuels/Defensible Space Program. Developed, implemented, and maintained a comprehensive grant supported Fire and Fuels program within the District. Wrote and managed federal grants. Worked with District personnel, outside agencies and public groups concerning Fire Adapted Communities development, defensible space inspections and compliance. Coordinated multi-jurisdictional fuels reduction and wildfire prevention planning. Conducted environmental analysis of projects and obtained all necessary permits required for implementation. Prepared, reviewed and negotiated interagency agreements for fuels reduction and education projects. Coordinated fuels management education and outreach programs, including the Fire Adapted Communities Program. Acted as the District’s liaison between various organizations and agencies, both public and private, on all matters related to natural resource and fuels management within the District, including serving as the Deputy Incident Commander for the multi-agency Tahoe Fire and Fuels Team.

Represented TRPA on vegetation, soil conservation, forest health and wildfire issues in the Tahoe Basin. Reviewed, permitted, and monitored forest health/fuels reduction projects to ensure environmental compliance (NEPA, CEQA and TRPA). Coordinated with multiple agencies and stakeholders to implement Basin-wide wildfire planning efforts. Served as the Plans Chief for the multi-agency Tahoe Fire and Fuels Team and represented TRPA on several technical and executive groups and committees. Successfully lead working groups and crafted solutions for the Bi-State Fire Commission during the aftermath of the Angora Fire (2007). Other responsibilities included supervising forestry staff, preparing and delivering presentations on a variety of natural resource management and policy topics, technical assistance on restoration project planning, rare plant surveys, stream environment zone delineation, soil investigations, grant, contract and budget administration, coordinating and running meetings, and providing information to the public.

Collected Continuous Forest Inventory (CFI) data on the Hoopa Valley Reservation. Worked with Professional Foresters and independently locating plots and collecting a broad range of forest inventory and ecological data, including basal area, site class, and describing disease.

Provided leadership and managed all activities related to the accomplishment of the Council’s mission, including expanding the community chapter infrastructure (from 50 chapters to 81 community chapters), maintaining a credible and widely recognized public presence, and providing leadership and supervision to full and part-time staff. Effectively represented the Council through public presentations and maintaining effective partnerships with fire services, public agencies, and other related organizations at the Federal, State, and local levels. Managed and administered defensible space and wildland urban interface cost-share grant programs to the community Fire Safe Council Chapters.

Managed the TRPA Vegetation Program for attainment and maintenance of TRPA vegetation environmental threshold carrying capacities, while balancing other environmental thresholds such as water quality, wildlife, and scenic quality. Created work programs to establish goals, objectives and budgets for fiscal year activities, amended TRPA code, supervised seasonal staff, and conducted presentations to the TRPA Advisory Planning Commission and Governing Board. Successfully worked with a multi-stakeholder group to begin the Lake Tahoe Regional Plan update process. Worked on forest health, wildfire, invasive plants and sensitive plant issues in the Tahoe Basin. Managed a Bureau of Reclamation grant to develop the first Community Wildfire Protection Plans (2004) for the Tahoe Basin Fire Protection Districts. Other responsibilities included grant, contract and budget administration, and coordinating and running meetings.

Managed the program for the attainment and maintenance of the Soil Conservation/SEZ environmental thresholds. Researched, wrote, and presented the 2001 TRPA Threshold Evaluation -Soil Conservation section, worked as a liaison with other agencies concerning Soil/SEZ management and restoration activities in the Lake Tahoe Region, amended TRPA code, reviewed environmental documents (NEPA, CEQA), administered contracts required for the advancement of the program and conducted field and map work using the Tahoe Basin Soil Survey. Delineated stream environment zones based on soil and plant characteristics.

Piercy, California, United States

Coordinated the Forestry Program through a diversity of activities, including organizing workshops, providing technical assistance for small private landowners, community organizing, presentations at a variety of venues, grant writing and management, and reporting to funders. Workshop and technical assistance topics included fire hazard reduction, forest stand improvement, forest certification and sustainable forestry principals, forest roads, erosion control, bioengineering, and watershed planning. Worked closely with landowner watershed associations on watershed planning and restoration plans for multiple objectives including road management, water quality and fish habitat. Lead investigator and author for the Seely Creek Watershed Association Restoration Plan. Managed budget and personnel, federal grants, collected and analyzed field data, and created GIS databases. Analyzed data and prioritized for future watershed restoration projects. Worked with other resource professionals assessing forest operations for SmartWood Certification, performed field visits, report writing and recommendations for best management practices to meet certification guidelines. Performed duties as a forestry technician/soil specialist with other ISF forestry technicians and foresters in preparing Non-industrial Timber Management Plans (NTMP's) for small private landowners, including collecting forest inventory data, and performing forest road surveys.

As a member of the Northern California Prescribed Fire Effects Monitoring Team, established fire effects plots and collected data using the methodology as described in the USDI Fire Monitoring Handbook. The Team worked throughout Northern California (Redwood, Lassen National Parks, Lava Beds National Monument and Whiskeytown National Recreation area) in a wide variety of vegetation and fuel types. Duties included establishing fire effects plot locations, identifying grasses, herbs, shrubs, trees, and collecting forest inventory and fuels data. Worked as a fire behavior and weather specialist trainee and assisted on ignition and holding crews during prescribed fire season.

Sampled grassland vegetation, by species, described and classified wetland soils and vegetation (grasses, forbs, riparian), collected forest inventory and fire-effects data. Supervised Resource Management Support, California Conservation Corps and California Department of Forestry inmate crews during a variety of vegetation management projects. Assisted in the collection of fire weather data, ignition, suppression, communications and mop-up operations during prescribed fire season.

Worked as a Soil Scientist (GS-7 seasonal) on an Ecological Unit Inventory (EUI) crew. Soil Scientist responsibilities included describing geology, geomorphology and performing soil descriptions and classification for each plot. EUI inventory methodology required description of grasses, herbs, shrubs and tree species, while also collecting forest inventory data for the Forest Inventory and Analysis (FIA) Program.
