I am a Chartered Engineer (FICE, FIStructE) and have over 30 years' experience. I specialise in construction health and safety, structural safety, CDM, risk and regulation. This helps me provide insight into what can go wrong, why it went wrong and what we can do to prevent it going wrong in the futureI have been instructed as an expert witness in cases involving a range of collapses including reinforcement cages, bridge wing walls, bridge beams, demolition, stored glazing, stored frames, and temporary works. I was responsible for the risk and regulation consulting services.• Built Frontline’s risk and regulation services from scratch.• Acted as an expert witness in criminal prosecutions of construction organisations, preparing reports for the Court, liaising with other experts, giving evidence and being cross-examined in Court• Led a team to complete the independent evaluation of CDM 2007 for the Health and Safety Executive (HSE). Investigated the construction industry’s implementation of CDM 2007 by consulting with over 400 organisations to see what changes had been made from CDM 1994 on both small and large sites. Two reports were published by HSE in April 2012; these informed HSE’s position when developing CDM 2015.• Completed a review of how CDM 2007 was used in the construction of London 2012 on behalf of HSE, the Olympic Delivery Authority and the Institution of Civil Engineers. The findings were published and presented, and helped transfer lessons to the wider construction industry.• Led a review of how health and safety in the construction industry has been regulated and the changes in construction practice that have taken place since 2001. I was responsible for leading the risk and regulatory services.• Responsible for leading the Technical Support Call-off Framework Agreement with HSE and led around 40 projects for HSE.• Acted as an expert witness on a criminal prosecution resulting from a worker falling from a multi-storey building and a civil case providing expert opinion on cement material issues relating to a ship collision.• Led a review of construction industry practices and costs of compliance with CDM 1994 by consulting with around 600 organisations. This formed a baseline to help HSE evaluate the costs and effectiveness of CDM 2007 several years later.• Led a comprehensive review of construction health and safety. Produced reports addressing overall construction safety, hand-arm vibration, workplace transport and falls from height. • Developed a Global Risk Toolkit to assess construction safety risks and their associated costs over the full project lifecycle.• Led a team on a multi-partner study (involving international oil & gas and shipping companies and regulators) to integrate human and organisational factors into risk management in major hazard industries. This helped the organisations to understand why incidents and accidents had happened and how they could improve their risk management.• Led investigations into the containment failures at the Buncefield oil storage depot. Provided the Environment Agency / HSE with an overview of the applicable design, construction and maintenance standards for the containment of petrochemicals.• Led the design of three concrete offshore structures for contractors. Carried out forensic investigation of the damage to one unit caused by mishandling during storage in Holland to help insurers identify the cause of the damage and estimate the remedial costs.• Successfully upgraded BOMEL’s Quality Management System to meet ISO 9001:2000 at the first attempt.

Engineering Manager - Led Projects To Manage Risks To Structural Safety & Service LifeBritish Cement Association Oct 1994 - Jan 2001• Prepared proposal, presented project to the EC and gained funding for 1.5M Euro project. Lead partner for team consisting of 14 European organisations (rail and road authorities, car park owners & local authorities) to produce asset management manuals for investigating and assessing deteriorated concrete structures. First time that detailed guidance had been provided for maintaining ageing structures.• Led BCA input into developing Hong Kong Building Safety Inspection Scheme, a comprehensive asset management guide aimed at identifying, prioritising and managing steel and concrete structures with safety concerns. Produced investigation and assessment methodologies and modifications to BS 8110 for use on corroded structures. The guide focused investigation effort on highest risk structures to deliver cost-efficient and consistent safety levels.• Prepared 2-stage proposal and won funding from DETR for project to investigate design at the serviceability limit state in relation to BS 8110 & EC2. Led 3-partner team and advisory group to reduce the cost of concrete construction.• Led a study into the use of whole life costing with concrete structures. Identified the whole life cost implications of not achieving specified construction quality. • Planning Supervisor for project where new grouting procedures were developed and tested on a 60m post-tensioned concrete bridge. Results were instrumental in the Highways Agency lifting the moratorium on post-tensioned concrete bridges.• Oversaw project on the performance of concrete in fire. This included fire tests on concrete members and development of a non-linear finite element analysis program to estimate the load-carrying capacity of concrete exposed to fire.• BCA representative on a range of forums including: a BSI committee, IStructE Codes, Research and Environmental groups and a range of trade associations• Presented research papers at a range of industry and academic conferences and forums
