Implemented strategic objectives and a focused business development plan to enable the organic growth of the dams and reservoir subsector business throughout North America in concert with water, energy (hydropower), built environment, and federal sectors; targeted client relationships with local municipalities, states, and the US Army Corps of Engineers to pursue high probability wins. Served as co-champion to the Advancing Veterans and Active Service Members Group in support of the Equality, Diversity, and Inclusion initiative.

Advised the Assistant to the Chairman on strategic communication and substantive policy issues in support to the Chairman of the Joint Chiefs of Staff, the Secretary of State, the Joint Staff, and other senior executive and interagency officials. Managed the calendar and prioritized all aspects of daily operations, coordinated critical information requirements, coordinated all travel logistics and tracked expenses using the Defense Travel System (DTS), synchronized and integrated executive-level tasks, actions, engagements, and critical communications with the Department of State, Department of Defense, National Security Council, the Joint Staff, Combatant Commands, and Interagency and Service contingents.

Chief of Staff to the Assistant Secretary of the Army for Civil Works. Provided support to the Assistant Secretary in policy development and oversight of the U.S. Army Corps of Engineers (USACE) and the $6 billion Civil Works Program, a strategic effort of national significance, that included navigation, flood risk mitigation, ecosystem restoration, emergency preparedness, hydropower, recreation, regulatory, and water supply. Coordinated actions, synchronized and integrated efforts throughout the Department of the Army staff, senior members of the Executive Branch, Congress, and state leaders. Supervised, coordinated, and orchestrated activities of a 24 employee staff comprised of Senior Executives and senior Army civilians with an internal operating budget of $5 million.

Commander and District Engineer (CEO) of a 710+ employee public engineering organization responsible for providing water resource services along 300 miles of the Mississippi River watershed above the Ohio River. Responsible for the programming and executing of a $200M+ annual budget in civil works water resources planning, design, construction, operations, real estate, and regulatory functions within Illinois and Missouri and in support of the whole mid-west region. Routinely interfaced and collaborated with congressional, federal, state and local officials, and regional industry partners interested in water resource solutions. Enabled expeditionary support and disaster relief planning, training, and emergency preparedness and response to federal, state and local authorities.

Advised the Assistant Secretary of the Army (Installation, Energy, and Environment), Under Secretary of the Army and Secretary of the Army on capabilities and requirements for contingency basing and operational energy. Developed, coordinated, and oversaw execution of integrated Operational Energy and Contingency Basing Campaign Plans to support Army Force Generation (ARFORGEN) and the Army Campaign Plan. Developed, implemented, and institutionalized strategy, policy, plans, programs, funding priorities, and capability solutions.

Commander and Engineer Officer in Charge (CEO) forward deployed in support of Operation New Dawn/Joint Command United States Forces-Iraq (USF-I). Led and directed key actions, safety, health, welfare, and operational aspects of 200+ military, DoD civilians, contractors, and local national employees to deliver technical planning, general engineering, and construction to US Forces and our strategic partners of Iraq. Provided engineering and construction management services to United States Forces-Iraq, Office of Security Cooperation-Iraq, Department of State, and the Government of Iraq. Responsible for completing construction of approximately 95 projects with a value in excess of $734+ million of legacy reconstruction, Iraq Security Force Fund, Foreign Military Sales, and Economic Support Fund projects.

Commander and District Engineer (CEO) of a 750+ employee public engineering organization responsible for a $460M+ annual operating budget. Managed a federal civil works program to include regulatory and emergency management activities within 59,000 square miles and across seven states. Responsible for the technical engineering, planning, design, construction, and the operation and maintenance of 10 multipurpose project reservoirs supplying hydropower, navigation, recreation, water supply, flood control and environmental compliance an mitigation. Performed regulatory oversight of wetlands, waters, and navigable water of the US with both Sections 10 and 404 approval authority. Accounted for real property in excess value of $896M and a property book value of $43M+. Supported overseas contingencies, provided disaster relief planning, training, and emergency preparedness and response to federal, state and local authorities. Routinely interfaced and collaborated with 34 congressional members, numerous federal/state agencies and public officials.
