As an SDOT intern, I reviewed construction plans and drafted early-design guidance for Developers to better integrate private development with City right-of-way priorities. I routinely applied the Seattle Municipal Code to proposed development projects via Preliminary Assessment Reviews, Pre-Submittal Meeting coordination notes, and Early Design Guidance packet review. Additional responsibilities included monitoring developer mitigation payments for compliance with conditions of approval of development permits and drafting memos evaluating right-of-way improvements proposed by SDOT in response to Transportation Impact Analysis results.I also conducted my graduate capstone professional project for SDOT - case study analysis of Seattle’s and peer cities’ development review practices and respective justifications for the nexus and proportionality of right-of-way improvements. This work - titled "Exacting the Sidewalk: Legal Bases for Right-of-Way Improvements Under Nollan/Dolan Criteria" - culminated in a series of recommendations for efficient and equitable development review policy improvements.
