Provide accurate and timely expert legal advice as the only attorney for U.S. Army Garrison-Miami, which provides installation support for a 4-star Combatant Command. Develop and maintain an ethics program that fosters a climate at USAG-Miami where clients are provided accurate advice on all aspects of ethics. Oversee and certify all aspects of the OGE 450 filing program. Provide direct comprehensive, accurate, timely, and proactive legal advice on all facets of civil and administrative law, to include, but not limited to general administrative law, ethics, fiscal law, contract law, investigations, Congressional inquiries, Privacy Act and the FOIA, and law of military installations to the Garrison Manager and staff. Conduct complex legal research, applying novel and unique facts to existing law and present the results in a clear, succinct, precise, and persuasive manner. Serve as Labor Counselor to the Garrison, Logistics Readiness Command, 525th Signal Company, United States Southern Command, and Special Operations Command-South ; serve as an Agency Rep for these organizations in the EEO and MSPB process from complaint until final resolution. Advise management officials on disciplinary actions regarding their employees. Review all service contracts for the Garrison. Provide legal advice to Service Members, Family Members, and Retirees in the areas of Family Law, Consumer Law, Wills, Probate, Military Administrative actions, Immigration, Tax, and Landlord-Tenant Law. Conduct a Preventative Law Program to educate the community about prevalent legal issues. Organize and manage the Command Tax Center Program for the Installation.

Provided expert legal advice to a large community of over 120,000 Service members, Family Members, and Retirees on complex legal issues pertaining to family law (divorce, adoption, guardianship, paternity, custody); consumer law (identity theft, lemon law, deceptive practices; bankruptcy; landlord-tenant); Service members Civil Relief Act; Military Administrative actions (FLIPLs, 15-6 investigations, Reprimands, OER/NCOER rebuttals); trusts and estates (wills, living wills, health care POAs); immigration and other legal issues that arise in any of the 50 states. In charge of organizing, planning, and standing up the Command Tax Center program in two sites; training Borrowed Military Manpower to get certified in the training levels required by the IRS, and hosting TJAGLCS’ Income Tax Law Course on Schofield Barracks. This Command Tax Center Program is the largest on Oahu and provides year-round tax preparation to all the branches on the island. As the only civilian legal assistance attorney in the office, provided institutional knowledge of best practices for efficient operations, and mentored young Judge Advocates as they began their career in Legal Assistance. As the only attorney licensed in Hawaii, routinely engaged with local attorneys to assist our clients with various legal issues, and coordinated Continuing Legal Education on Hawaii state law.

Operational Law Attorney in support of U.S. Army South, the Army Service Component Command for SOUTHCOM, operating in a joint, multi-national environment, responsible for US military operations in 32 nations. Advised and Counseled Command Group of Army Service Component Command operating throughout the Southern Hemisphere on operational and international law issues to include conventions, Status of Forces Agreements (SOFAs), Diplomatic Notes (DIPNOTES), Rules of Engagement (ROE), and Rules for the Use of Force (RUF). Draft, review and interpret multinational legal and diplomatic documents. Planned and provided on the spot legal advice to multinational conferences, peacekeeping events and medical/engineering events. Served as a liaison to foreign officials to ensure compliance with all host nation laws and diplomatic agreements. Advised deployed attorneys and military groups on legalities of conducting high visibility operations in various Central and South American countries. Drafted international Memoranda of Understanding and legal annexes to operational orders. Resolved foreign claims, managed claims budget and served as Foreign Claims Commission. Planned, budgeted, and executed Subject Matter Expert Exchanges in accordance with COCOM Theater Security Cooperation Strategy and in conjunction with SOUTHCOM Office of the Staff Judge Advocate. Administered Foreign and Personnel Claims program for Multi National Division-Baghdad (MND-B), supervising 16 Foreign Claims Commissions in nine brigades. Provided legal assistance, counseling, and legal support for deployment, including Soldier Readiness Programs.
