About Madeline T. Morcelle, J.D., M.P.H.

THEORY OF CHANGE As a pragmatic optimist who has witnessed transformative change in underestimated communities, I know a better world is possible—and that the people closest to the problems are often closest to the solutions. That’s why I am passionate about lawyering and coalition building to help health-related social movements by and for undervalued populations build power toward collective liberation. PROFESSIONAL EXPERIENCEFor more than a decade, I have provided legal counsel, crafted public policies, built coalitions, and helped secure reforms to expand and defend access to high-quality health care, advance civil rights, and foster health equity for and with low-income and undervalued communities. I have authored over 50 resources on related issues. I’m privileged to hold my dream job as a Senior Attorney at the National Health Law Program, where I have fought for sexual and reproductive health equity and justice in Medicaid and nondiscrimination rights since 2020, e.g.:+ Coordinating NHeLP’s work on nondiscrimination protections in sexual and reproductive health care, sexual and reproductive health equity for people with disabilities, and federally closing the Medicaid expansion coverage gap+ Supporting national reproductive justice organizations as a movement lawyer on health law and policy issues+ Coordinate the National Coalition for Gender Justice in Health Policy (co-chair), Medicaid & Reproductive Justice Collaborative, and Health Equity and Accountability Act Community Working Group Title V Subcommittee+ Draft legislative text, regulatory comments, advocacy letters and memoranda, and publications on Medicaid coverage and nondiscrimination issues + Established and now serve as an advisor on NHeLP's cross-movement advocacy capacity-building initiative to support Southern advocates fighting for sexual and reproductive health, rights, and justice in Medicaid+ Co-coordinate our D.C. team's legal internship programLIVED EXPERIENCE As a multiply disabled bi woman, I have experienced immense structural barriers to care: intersectional sexism and ableism, coverage gaps, exorbitant out-of-pocket costs, and resulting medical debt on a low income. As a student, Medicaid expansion bettered my access to high-quality and affordable health coverage. These experiences heavily shape my advocacy. DISCLAIMERSThis is a personal account.
