Dr. Mostafa Mohsen Radwan stands as a distinguished Professor and Former Vice Dean at Fayoum University, Egypt. Renowned for his integral role in higher education reform, quality assurance, and accreditation, Dr. Radwan has significantly impacted the landscape of education in Egypt and the Arab Region. As a member of the Egyptian Supreme Council of Universities, Engineering Committee, and Committees for Setting the Newly Established Universities Bylaws and Academic Programmes, and for Reviewing International Universities Applications for Branches Establishment in Egypt, he helped shaping university bylaws and his influence extends to the international arena. GAP/SWOT Analysis of the Technical Colleges in Egypt Report, Academy for Educational Development, USA (2008), and the Chapter about “Arab Republic of Egypt” in the book Higher Education in the Middle East and North Africa, Springer (2016) are among his international publications.For over a decade, Dr. Radwan served as a vital member of the EU Higher Education Reform Experts team, contributing invaluable insights. His extensive experience includes managing reform programs and projects in the higher education sector. Notably, he acted as an Expert for the European Commission's Executive Agency, assessing proposals under the prestigious Erasmus+ Programme.During his tenure from June 2009 to four years thereafter, Dr. Radwan assumed the role of a full-time Education Reform Expert and Director for the Program for Continuous Improvement and Qualifying for Accreditation (PCIQA). Overseeing a substantial budget, he led a team responsible for technical and financial management, policy implementation, and strategic direction for education enhancement and quality assurance projects and leading accreditation simulation visit teams in preparation for accreditation across Egyptian Public Universities.Dr. Radwan's influence extends globally, as evidenced by his membership in esteemed organizations such as the American Society for Engineering Education (ASEE) and the International Vocational Education and Training Association (IVETA). Moreover, he successfully established and directed World Bank-funded projects, including Fayoum University's Education Enhancement Projects Management Unit and Quality Assurance and Strategic Planning Center.His extensive international collaboration includes consultancy with UNESCO, World Bank, USAID, OECD, and EU TEMPUS, EACEA, and ETF.
