South Africa: Responsible for ensuring programmatic growth and smooth operations of the Foundation’s South Africa office, including staff recruitment and oversight; oversight of all administrative and programmatic operations; strategic planning for the Foundation’s PMTCT and AIDS Care and Treatment Programmes (PEPFAR-funded through CDC and USAID); M&E of the Foundation’s activities in South Africa; and financial and programmatic reporting to donors and head office. Represented the Foundation as the main point of operational and technical contact in South Africa. Hired and supervised 6 team members and numerous short-term consultants. Swaziland: Responsible for establishing and overseeing the operations of the Foundation’s Swaziland office until November 2004, including staff recruitment and oversight, all office operations, strategic planning for the Foundation’s PMTCT (USAID funded), M&E of the programme. Represented the Foundation as the main point of operational and technical contact in Swaziland.

Chief of Health/Population Office and Strategic Objective (S.O.) Team Leader. Responsible for planning and managing health, family planning, and HIV/AIDS programmes. Oversaw implementation of projects focusing on HIV/AIDS prevention, condom social marketing for HIV/AIDS control, health financing reform, and Family Planning. Led S.O. team through long-term strategic planning (1996-2003) exercise for assistance to Zimbabwe’s health sector, during which I guided the team in defining results, targets, and monitoring/evaluation for the USAID assistance progamme. Commissioned study and technical assistance on social health insurance to assist the Ministry of Health’s health policy reform efforts. Initiated design of NGO strengthening project (for HIV/AIDS). Supervised four staff, four long-term contractor organizations resident in Zimbabwe, and numerous contractor organizations based in the U.S.

Mbabane, Swaziland

Advised commercial, non-profit, and donor organizations based in Africa on programme planning, design, program evaluation, and development of information systems for international health projects. Trained NGO managers and field workers in project monitoring, data collection and reporting. Team leader for two evaluations of international health projects. Designed several baseline surveys, trained fieldworkers in the collection of the data (including training them in clinical anthropometry methods) and participated in data analysis. Designed monitoring systems for rural health programs. Wrote final reports for all consultancies (see reports list at end). Clients included: UNICEF/Swaziland, USAID/Eritrea, Project HOPE/Malawi, Environment and Development Agency/South Africa, USAID/CDIE/Washington, Operation Hunger/South Africa, International Eye Foundation/Malawi, Development Bank of Southern Africa/South Africa, and Khulisa Management Services/South Africa.

Maputo, Mozambique

Established first Health Office within USAID/Mozambique. Designed and managed international health projects focused on health financing, maternal/child health, nutrition, water/sanitation, and management of health services. Developed program to assist provincial health departments to improve their health services management in a conflict environment. Commissioned two pharmaceutical sector studies for developing possible USAID assistance in health policy reform. Recruited and supervised three staff. Supervised four full-time contractor organizations.
