Responsible for  The overall functions of the Corporate Commercial and Regulatory Cell to ensure realizing the commercial targets of the Company by planning, monitoring & follow up, development of framework to align with regulatory changes, and to act as an interface between the Company and external stakeholders like CERC, CEA, RPCs, DICs, STUs, Transmission Licensees, etc. Coordination with all the DICs, SEBs, STUs, Transmission licensees along with IPPs for revenue realization Represent POWERGRID in front of CERC and other Government institutions for tariff related mattersStrategizing/ advocating policy and regulations and representing POWERGRID for implementation of the same through MoP, CERC, CEA, RPCs and Grid IndiaHandling grievances with Regulators, High Court and Supreme courtWorking on License attainment and regulatory requirements for starting of new business venture Finalize commercial related agreements i.e Transmission Service agreement, Project Agreements etc. for transmission projects in India and InternationallyKey Achievement: Strategized and led POWERGRID Transition in new regulatory regime where CERC/ MoP came up with new GNA regulations, Sharing Regulations, Grid Code, Tariff Regulations, LPS Rules etc. Dealt > 100 Tariff Petitions for New Assets for Capital cost 50,000 Crs and > 400 Truing up Petition for Capital cost > Rs 2 lakh Crores. Successfully handled critical litigations and disputes in APTEL/High Courts/Supreme Courts to end long pending issues mainly related to Outstanding Dues, Mismatch issues, Tariff disputes.  Led team for grant of Regulatory approvals for Transmission projects for Renewables Generation, and Solar Power parks in India, High Capacity Corridors, New Business initiatives.

Responsible for/Worked on  Transmission planning to ensure long term growth of sector and designing regulatory, policy and contractual frameworks, agreements, standard, procedure etc. for grant of connectivity, LTA, GNA etc to ISTS Development of regulatory procedures for connectivity / LTA / GNA for various entities like conventional/renewable generations, consumers, DISCOMs etc. Handled processing and grant of Long Term Access, Connectivity applications as per CERC regulations since 2004 till 2020.  Planning of reliable & techno economic transmission schemes for evacuation of power from various Thermal, Hydro and renewable generations in coordination with CEA, STUs, RPCs etc.  Representing POWERGRID for approval of various transmission schemes in Standing Committee Meetings for Transmission Planning by CEA and RPC and coordinating with various agencies like CEA, POSOCO (now Grid Controller), STUs and other Govt officials in Centre and State. Leading Consultancy assignments at National and International level. Major works involved PSTCL, DTL, HPPTCL, NDMC, UT Chandigarh, Western UP transmission scheme, IPPs, World Bank for Tajikistan & Afghanistan etc. Key Achievement: Planning for development of National Grid through step-by-step integration of all 5 regions which started with interconnection through HVDC and progressively developed with strong interconnections at 765 kV and high capacity HVDC systems. Introduction and adoption of various new technologies like Series Reactor, Series Capacitors, TCSC, STATCOMs, 800 kV HVDC system etc. in the country. Formulated and advocated for Open Access Regulations and Procedure, formulation of Indian Electricity Grid Code, Grid Standards. Worked towards CERC’s / MoP’s endeavor towards Sectoral growth activities like introduction of Availability based Tariff, Private participation through JV/TBCB, Distribution Sector reforms.
