Pablo is head of the customs practice of Van Bael & Bellis. He has specialised in EU trade law since 2001, with a particular emphasis on EU customs law, including customs classification, origin issues, customs valuation controversies, export controls and sanctions. Pablo also advises clients, including a number of trade associations, on other aspects of EU law, such as free movement of goods and the internal market regulatory framework. He regularly advises clients on multi-jurisdictional customs matters involving the European Commission, OLAF, and the World Customs Organization (WCO). Pablo represents clients before national customs administrations in different EU Member states, frequently supported by a multijurisdictional team. His experience extends to litigation before the EU and national courts. Pablo’s expertise includes representing clients on the submission of remission and repayment requests to the national administrations, as well as before the European Commission and the EU Court of Justice. Pablo also assists clients in navigating the EU and WCO rules on access to documents, notably in the area of customs matters. In addition, Pablo is involved in WTO disputes, and has assisted governments in WTO disputes.
