My experience in Employee & Labor Relations encompasses over 15 years of representing management and the union in various capacities. From 2003 to 2008, I was elected by my peers to serve as President of the American Federation of Government Employees, AFL-CIO, Local 421, at the Federal Energy Regulatory Commission (FERC), where I represented bargaining unit employees at the FERC headquarters in Washington, DC and its five regional offices (Atlanta, Chicago, New York, Portland, and San Francisco) in the following areas: term negotiations and I&I bargaining, unfair labor practices, grievances concerning violations of the Agency’s collective bargaining agreement, employee investigations, adverse actions, arbitrations, and EEO matters, among others. When I stepped down as Union President, I accepted a position at the National Labor Relations Board (NLRB) and represented NLRB in negotiations with its union under six collective bargaining agreements, where I was able to utilize my vast knowledge of all aspects of employee/labor relations and human resources related laws, regulations, policies, and practices. Upon returning to the FERC after my time at the NLRB, I was promoted to a GS-15 Group Manager (Supervisory Energy Industry Analyst), where I served for five (5) years managing junior and senior-level Energy Industry Analysts. Specifically, I was selected to develop a third ‘Rates and Tariffs’ group within the Office of Energy Market Regulation-West to oversee Federal regulatory compliance with statutory obligations imposed on wholesale electric utilities by the U.S. Congress. I bring a unique perspective to addressing Employee and Labor Relations matters, having had the privilege of addressing such matters as both a management official and a union official. Moreover, I have a genuine appreciation for these Human Resources functional areas, realizing their impact on an organization's value and growth.
