I currently assist government contractors seeking to better understand the complexities of the Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Truth In Negotiations Act (TINA) relative to their : proposal submissions, rate development, purchasing and accounting systems.

Greater Los Angeles Area

Provided advisory services to companies awarded federal contracts and grants either as a prime or subcontract. Assisted clients with addressing compliance issues, applicable guidance, and approaches for dealing with the FAR, Cost Accounting Standards, Grants, Terminations, Proposal Cost & Pricing Data, and Contract Disputes. Additional services covered assistance and preparation of incurred cost models, analysis of corporate allocations relative to CAS compliance, and cost impact proposals.

Provided consulting and litigation support services on issues relating to public contract services including: contract compliance, cost accounting issues, termination settlement proposals, and requests for equitable adjustments, defective pricing, and solicitation proposals, preparation of expert reports, discoverable data, and advising contractors and/or legal counsel as needed.

Greater Los Angeles Area

As a major Medicare Part B Carrier, responsibilities included managing personnel and tasks related to cost and budget control, contract pricing functions, contract administration, as well as coordinating and negotiating with the government contract administrator, the OIG, and DCAA on various contract accounting issues. Also included leading and assisting with the transition efforts of two separate regions where Carriers withdrew from providing Medicare administrative services, as well as the compliance and reporting requirements of the Chief Financial Officers Act of 1990. Also Instrumental in developing a competitive subcontracting and evaluation process, and co-presented with legal counsel for a two day presentation on Contracting with the Government. Accomplishments included preparing and coordinating the annual tri-party agreement between HCFA, the U.S. Treasury, the designated Bank, and the Medicare carrier. Also led the competitive review, evaluations, and negotiations for fraud detection software used by HCFA, USA, DOJ, and Medicare Part B and A Carriers and Intermediaries.

Assisted in the transition of business product lines from Teledyne Systems to Litton relative to budget and cost control, monthly financial and project reporting, including managing the transitional efforts and cost element details required for the company's financial forecasting model.

Significant tasks included managing personnel and reporting on budget and cost reporting; the preparation, pricing, and negotiation of termination settlement proposals; development and training of personnel on the company’s financial forecasting processes, and resolving contract payment and fee on incentive contracts. Accomplishments included supporting corporate executive personnel in due diligence and transaction support efforts during the retention of a key business unit during the sale of the company to another competitor.

Held a prominent position as Senior Program Coordinator & Financial Analyst for a large Aerospace company reporting to the business unit’s Program Office and the Financial Officer for a major classified program. Coordinated, implemented and resolved statement of work issues for prime and subordinate teaming partners on the ATF demonstration program. Responsibilities included conceptualizing, developing and preparing program schedules and plans for extensive engineering and manufacturing development programs including prime and subcontract statements of work, contract data items and contract deliveries. I also provided assistance in the resolution of contract accounting and pricing issues, policies, and procedures both addressed internally and externally. Issues and areas covered included: conversing with and understanding the various aspects of Flight test, Production modifications, Retro-fit, Avionics suite integration, Software configuration updates, Logistics support, R&M, Spares, as well as Simulation – Trainer updates. Developed pricing, technical statements of work, including negotiating and dealing directly with senior management, the government, and the Defense Contractor Audit Agency in the audit and negotiation of significant contracts and change proposals ranging from $5M – $200M.
