As First Deputy Commissioner 8 acted in lieu or Commissioner whenever necessaryAs Deputy Commissioner for Child Welfare and Housing and Homeless Services I was responsible for:Responsible for Child Welfare Programs, Adult Protective Services, and Homeless housing and Services-Executive and operational responsibility for a budget of $115 million and a staff of 450. - Full operational and program responsibility for all child welfare programs including: child protective services, preventive services, foster care and adoption services, and secure and non-secure detention services. - Responsible for the County’s family and adult shelter systems which at that time sheltered 350 single adults and 750 homeless families. The shelter system included contracts with 7 homeless family shelters with a capacity for 409 families, contracts for 400 Emergency Apartment Units for homeless families, and contracts with 23 homeless single adult and transitional shelters with a capacity form409 adults and childless couples.- Initiated intensive intervention intervention program to relocate homeless persons with severe mental illness and placed in supportive housing. Co-investigator on SAMHSA-funded research demonstration grant to test the viability of Critical Time Intervention for homeless families.
