The shelter system included contracts with 7 homeless family shelters with a capacity for 409 families, contracts for 400 Emergency Apartment Units for homeless families, and contracts with 23 homeless single adult and transitional shelters with a capacity form409 adults and childless couples.- Initiated intensive intervention intervention program to relocate homeless persons with severe mental illness and placed in supportive housing. Co-investigator on SAMHSA-funded research demonstration grant to test the viability of Critical Time Intervention for homeless families.

Appointed by the Clinton Administration as a member of the Region 1 Advisory Board for the Resolution Trust Corporation (RTC). Established by the thrift Depositor Protection Oversight Board of the Federal Home Loan Bank Act. The Board advises the RTC on policies and programs for the sale or other disposition on real,property assets of depository institutions.

Designed and established position within this for-profit firm, which pioneered the “work first” model of returning public assistance recipients to employment and had successfully placed over 20,000 former welfare recipients in (largely) full-time jobs in four states. Reported directly to the CEO. Responsibilities included seeking ways to improve performance and efficiency, trouble-shooting at the seven regional offices, grant-writing, and the initial planning and operational work required to set up new programs - such as a joint venture with the Women’s Housing and Economic Development Corporation (WHEDCO) in the Bronx.

- Assumed full operational and policy responsibility for this nonprofit organization, which provides strategic leadership on targeted issues in the fields of health and human services within the a greater Cleveland community. Reported directly to the Board of Trustees and managed an endowment of $11 million, an annual operating budget of $8 million, and a staff of 40. The organization, established in 1913, conducts applied research, planning, policy analysis, program development, service coordination, community education, consensus building, and advocacy.- Reorganized the office to reflect the new priorities emerging from a strategic planning process and a reformulated mission statement. Developed a budget that made a significant investment of endowment dollars in the re-building of the office and was approved by the Board. Brought in new staff who embodied the new modus operandi. Represented the Federation and articulated it’s updated agenda to a wide range of community stakeholders.- Co-chaired, with Cuyahoga County Commissioner Tim Hagen, the Cuyahoga County Welfare Reform Council which convened over 600 community stakeholders over a period of 8 months to draft a County response. To the State of Ohio’s proposed Welfare Reform Plan. This response included a critical assessment of the depressed local economy and its likely effect on the success of welfare-to-work efforts, and suggested a number of contingency plans to deal with the local reality. Drafted alternative legislation and testified before numerous State Legislative Committee meetings.

- full operational and policy responsibility for the Division’s largest bureau, with an annual budget of $100 million and a staff of 150. Bureau administers the StateKs housing development and rehabilitation programs, including the Request for Proposal (RFP] solicitation and award process, underwriting review, design oversight and construction monitoring. Provides administrative funds for more than 200 not-for-profit neighborhood and rural preservation companies. Reorganized bureau to create a more responsive “user friendly” environment; strengthened regional offices to improve services to community organizations and for-profit developers; and consolidated four manuals covering standard operating procedures for all of the bureau’s activities.- Served as the President of the New York State Housing Trust Fund Corporation, a public benefit corporation with responsibility for ten programs, an annual budget of $25 million, and an assets and loan portfolio in excess of $400 million. The Corporation makes grants and loans to stimulate the development and rehabilitation of low-income housing. Acted as principal executive officer, with general supervision and control of all the business affairs of the Corporation. Additional responsibilities included application processing and approval, mortgage portfolio supervision, financial investments and the administrative budget.- Administered the Federal Low-Income Housing Tax Credit Program for Nee York State, successfully allocating over $22 million annually. Full allocation in 1991-93 resulted in a $30million increase in credit available to the State. - Developed and administered Nee York State’s HOME program which allocates federal funds for grants and loans to increase affordable housing opportunities for low-income households through acquisition, construction and rehabilitation of housing

-Established this office, responsible for the development and implementation of the State’s homeless housing, shelter and assistance program. Developed the State’s family shelter regulations, enforced those regulations, and monitored the operation of emergency shelters, housing over 1,500 families across the state.- Participated in the development of Department policy, and legislative initiatives, in the areas of: public assistance, medical assistance, children and families service programs, job training, and welfare to work initiatives.-Responsibility for coordination with the Governor’s Office, other State agencies and legislative staff in the development of: homeless housing and services, elderly housing (including alternative to nursing homes), micro-economic enterprises, housing and services for drug and alcohol abusers, and, supported and independent housing services for the severely and persistently mentally ill.- Designed and implemented the Homeless Housing and Assistance Program, the first state-funded capital grant and loan program to develop permanent, transitional and emergency housing for single adults and families in the country. Office also administered four other programs which developed housing and appropriate services for the homeless.- New York State Coordinator for the Federal Government Stewart B. McKinney Programs. Supervised production of the. State’s first Comprehensive Assistance Plan.
