- Managing the implementation of data and evaluation activities in SIM as they relate to administrative delegation, budget management, and contracts navigation.- Utilizing knowledge and expertise in project management, evaluation, and data strategy (including attribution, electronic clinical quality measures, quality measure alignment, data sharing, and technical evaluation methodology) that the SIM team will rely upon to support its mission.- Collecting feedback from workgroups, the Governor's office, Department of Labor (DOL), University of Colorado-Anschutz, Department of Health Care Policy and Financing (HCPF), Department of Human Services (CDHS) and Department of Public Health and Environment (CDPHE) agency leadership teams to facilitate the development of a comprehensive SIM evaluation program for the State. - Issuing expert opinions that provide direction for further action by others; design strategy, systems, processes, guidelines, rules, and standards that are mission critical and directly impact SIM's ongoing evaluation operations.- Managing contractual budgets to ensure appropriate expenditures within allocations, identifies additional fiscal needs and prepares appropriate budget requests.- Serving as a liaison to HCPF and other state agencies such as CDHS, CDPHE and Governor's Office to help create alignment with quality measurement and evaluation approaches. This position also serves as the designated State liaison to Center for Medicare and Medicaid Innovation's (CMMI) federal evaluation team to provide necessary data and guidance to inform federal evaluation efforts and alignment with state-led SIM evaluation efforts. - Providing leadership, supervision and guidance to key administrative staff including SIM Data Analyst and SIM Data and Policy Analyst.- Position is responsible for other duties as assigned.

• Responsible for managing the day to day operations of the IdahoSTARS project• Responsible for ensuring that the project is working in compliance with the grant regulations • Provide direction and oversight of the IdahoSTARS project to include:a. Informational Technology Program• Work in collaboration with the project’s co-director to ensure that the Child Care Resource and Referral, Training, Child Care Health Consultant and Curriculum Development programs are functioning to meet the goals of the project• Attend meetings and functions related to areas of expertise and the facilitation of contract requirements as assigned by the Executive Director• Assist with the developing operational plans and budgets• Oversee both budget and program evaluations• Share input and feedback to the IdahoSTARS project co-directors• Travel as necessary to ensure the project is meeting its strategic goals • Assume all other duties as assigned to further the mission and vision of the Idaho AEYC and its projects• Develop, negotiate and manage contracts under the IdahoSTARS project including but not limited to: IT development and consulting contracts, data system contracts, SaaS administrative support contracts, and multicultural services contracts

- Led the development of an epidemiological agenda related to alcohol and drug use in Idaho at the State and local level by staffing and coordinating the activities of the State Epidemiological Outcomes Workgroup. The workgroup led the state in its efforts to track SAMHSA's National Outcome Measures and develop SAMHSA's Strategic Prevention Framework within the state.- Provided data collection, analysis and program evaluation support to ODP staff.
