Responsible for the development and administration of a new resident services department cited as "on the cutting edge" by U.S. Dept. of HUD. Duties included staff hiring and development, budget management, policy formulation, program development and evaluation, grant-writing, and relations with resident organizations, collaborators, city, state, and federal agencies, and funding sources. Managed a $4,000,000 budget, a staff of 50, and over 30 annual subcontracts with provider agencies. Program areas included elder services, youth services, workforce development, early care and education, community organizing, outreach and recruitment, and information and referral.
