Ned White is an international PPP Institutional, Project Financing & Capacity Building Specialist with more than 32 years of experience in 62 countries. He has conducted investment analyses and financing plans for $850 million of PPP investments across the transportation, logistics management, energy, climate change, digital services, environmental infrastructure, and other infrastructure sector. His areas of specialization include PPP institutional & framework design, PPP transactions management, Project Finance, PPP feasibility analysis & Business Case Development, PPP financial modeling and capital budgeting, infrastructure tariff-setting and economic regulation, as well as PPP Guidelines Design, and PPP capacity building and training. He has advised on more than 125 PPP-related technical assistance and investment advisory assignments (many as Team Leader) for international donors and sponsors including the WB, the IFC, PPIAF, the AfDB, USAID, the MCC, the EBRD, SIDA, and for dozens of developing country governments and public authorities. Ned has also designed and drafted over 15 different PPP Regulatory Guidelines Manuals, Toolkits, and Standard Operating Procedures (SOPs) for both Government, donor and private sector clients His PPP investment analysis and project structuring experience includes: the $55 million water treatment BOT investment in Behiera, Egypt; the $62 million Independent Power Project at Sapugaskanda, Sri Lanka; the $175 million waste-to-energy incinerator BOT in Zagreb, Croatia; the $350 million Oranjestad Port and Waterfront Concession, Aruba; the $40 million Cloud Computing Project for the Government of Moldova; the $51 million e-Identity Verification PPP Project for Vietnam, and dozens of other investment projects. For more than 30 years as an international trainer he has designed and directed dozens of technical training courses for more than 12,000 officials worldwide on PPP procurements, transactions management, and PPP financing and investment models. Ned received his M.A., with Distinction, in International Economics, from the Paul H. Nitze School of Advanced International Studies (SAIS) of the Johns Hopkins University, and he received his B.A. from Stanford University. He is a member of the International Association for Energy Economics (IAEE), and has a Certificate in Utility Rate-Setting from the U.S. National Association Regulatory Utility Commissioners (NARUC). He passed the Level I and Level II examinations for the Chartered Financial Analyst (CFA) program of the CFA Institute.
