Project Director for water treatment, wastewater treatment and wastewater collection system. Additionally responsible for project development and project delivery for engineering related projects, providing engineering support for existing O&M projects, and assisting with new O&M project transitions and start up.

Responsible for business development, preparing and submitting RFQ's, and managing project budgets and schedules. HSF Engineering, Inc. provides design services for wastewater treatment facilities, wastewater collection systems, water distribution systems and water treatment facilities. We also are contracted to review and approve water and wastewater plans for various municipalities. HSF Engineering, Inc. also provides engineering and technical guidance for maintenance and capital improvement projects to H.S. Feldman, Inc. (our sister utility operations company).

Evaluated property for potential develoment and pursued acquisition of property. Responsibilities included preparing contract documents, presenting contract documents to the owner, and negotiating contracts with the owner.After the property was under contract, I was instrumental in acquiring the appropriate zoning for the property based on the chosen land use.

Served as the Senior Project Manager in the Business Development and Marketing department. Responsibilities included preparing proposals in response to Request for Proposals/Qualifications, reviewing final products (engineering designs, reports, etc.) prior to client submittal, and managing project budgets and schedules to ensure projects are completed on time and within budget.

Promoted to City Administrator for the City of Winder, during which time I was responsible for directing the daily operations of all City departments, including finance, police, fire and utilities departments. My other responsibilities included providing policy advice and overall operational guidance to the Mayor and Council, implementing policies and programs as adopted and prescribed by the Mayor and Council, and ensuring that all departments operate within their approved budget.

Responsible for providing technical guidance and management for the City’s utilities, street department and planning & zoning department. The City’s utilities include a natural gas system, water system, wastewater system and stormwater system.

Employed by JJ&G in Columbia, SC as a senior designer while completing my B.S. in Engineering, and continued to work as an engineer post-graduation. My responsibilities included designs for municipal water and wastewater systems, natural gas systems, and private developments.
