Neil Gray is currently retired from the City of Nichols Hills after 45 years of service. He served as the Information Systems Manager for the City of Nichols Hills a position held for 22 years, and has been with the City for 45 years. Prior to his current position, Neil served 23 years at the Nichols Hills Police Department, where he retired as the Assistant Chief of Police. During his Law Enforcement career, he served on several technology-related committees and task forces. He served as the Oklahoma Chiefs of Police Association’s representative on the State's Criminal Justice Information Systems (CJIS) Task Force and as the State of Oklahoma’s local Law Enforcement representative to the Justice Department's CJIS Policy Board for the National Crime Information Center at the FBI. He is a founding member of the 9-1-1 Technical Committee for the 9-1-1 Association of Central Oklahoma Governments and one of the founding organizers and past President of the Oklahoma Government Information Technology Association (OGITA). Neil has extensive experience in the area of emergency communications and 9-1-1-related programs and activities. He has participated in numerous technology projects involving Municipal Court, Utility Billing, Budgeting, and Accounting, as well as cell tower site administration, public right-of-way management, and water system SCADA and telemetry systems. Neil currently lives in Edmond but previously lived in the City of Harrah, Oklahoma, for 37 years and served on numerous local boards and commissions. He was a member of the Harrah Planning Commission for over 30 years and has served as Chairman of the Harrah Industrial Trust Authority and Chairman of the Harrah Board of Adjustment. Neil was elected by the residents of Harrah to serve as a Freeholder and chaired the Board of Freeholders, which drafted the original Charter for the City of Harrah. He has a street named in his honor in the Harrah Industrial Park.
