Plan and project management infrastructure for the water and waste department, including;- Upgrades to Water and Waste Water Treatment plants and pump stations, including pump replacements, SCADA upgrades, new tanks, instrumentation installations, etc.- Several upgrades of the Clermont Wastewater Plant included installing an inlet screen, installing various instruments to monitor effluent, building rehabilitation, and upgrading the Chlorine Dosing system. - Major upgrades at the Dysart Wastewater Treatment plant, including installing a 500kl tank (glass-lined steel on concrete base), pipework, pumps, valves, electrical and control equipment, along with upgrading buildings and rehabilitation of concrete structures and trickling filters.- Electrical switchboard upgrades and replacements.- Installation of backup generators and ATSs (Automatic Transfer Switches) at various sites.- Purchasing trailers mounted generators and associated equipment along with modifying pumpstation switchboards to allow rapid development of generators during power outages.Other activities:- Develop, prioritise and write bid documents for future year's Capital Works Program. - Seek and manage government grants.- Provide technical advice, especially relating to Electrical Infrastructure, SCADA, and generators.- Managed the tendering of a multi-year generator servicing and maintenance contract, which saved the council considerable costs and effort along with ensuring that the fleet is suitably maintained.- Active WIM member (partnership between Whitsunday Isaac & Mackay Region Councils).- Acted Capital Manager for -6 months.Ensure that planning and project management are conducted to meet the delivery timeline and financial requirements, and monitor and report progress. Implement water infrastructure planning and policy initiatives to improve reliability, improve efficiency, reduce costs and increase value to Isaac Regional Council.

Manage projects throughout Central Queensland to ensure the compliance of and deliver construction activities to standards set by the client (see attachments for more information). This involved supervised a team of up to 30 personnel, covering Civil Plant Operators/Labours, Cable Haulers, Communication Technicians, and Electricians. The project included installing conduits, pits and equipment cabinets, hauling and joining copper and optical fibre cables, transferring (cutover) telecommunication services, installing electrical infrastructure, testing, and commissioning the plant. Equipment included excavators, HydroVac trucks, horizontal boring machines, cable winches, and various specialised cable jointing and testing equipment. These projects typically lasted 4 to 6 months, and during which time they provided all the required NBN infrastructure for the town or suburb. Also includes reviewing project design, and scope activities to ensure site works are constructed efficiently and to budget. These projects were throughout Central Queensland and included Bowen, Queens Beach, Bucasia, Eimeo-Rural View, North Mackay, Middlemount, Clemont, Tannum Sands and Boyne Island. For remote sites, this also involved establishing temporary depots and managing logistics. Carried out daily walk-around inspections and audits to ensure safe work practices and a high level of quality. I also approved all completed tasks by conducting onsite inspections and them loading into the project database, along with creating variations. Maintained positive relationships with the client and stakeholders. Where required, addressed customer complaints and defects. Provided weekly updates on progress and quality to the Area Supervisor and client.

Manage the company's operations in the Mackay region, including all staff and subcontractors. The project was to install customer FTTP lead-ins for the National Broadband Network in Mackay by installing conduits (via trenches and boring equipment), hauled cables, and terminated and tested optical fibre. See attachments for more information.Played a critical role in the commencement of the HFC (Hybrid Fibre Coaxial) project in SEQ, including staff development and specifying equipment requirements. Also, scope and supervise the installation of coaxial cable (aerial and underground).Monitor installations and conduct audit to ensure both safe work practices and a high level of quality. Liaising and directing other project staff in the coordination of the project to ensure targets are met. Maintaining positive relationships with internal and external stakeholders. This includes working with the public to ensure all issues and complaints are quickly and suitable resolved. Work with consultants on the movement of telecommunication plant associated with civil projects, including validating telecommunication plant.

Install and join optical fibre for the National Broadband Network FTTP/GPON network. Install customer lead-ins (conduits and cable) for the National Broadband Network.

Manage and administer the electrical subcontractor during the final construction stages of the Sarina Water Recycling Facility. Co-ordination of works with civil and mechanical construction, and provide support and material to address roadblocks. Drive productivity and improve management of the electrical program, and provide regular updates. Answer and process Design Change Requests (DCR) and Non Compliance Reports (NCR). Management of quality documentation and sign-offs for TS SKM JV, including plant commissioning.

Develop and manage national infrastructure construction and maintenance programs to meet business requirements with a net portfolio greater than $500m.Conduct detailed analysis including proactively identifying changes to expenditure and demand. Implemented programs by engaging senior managers, engineering managers, contract managers and stakeholders to ensure programs are constructed on time and on budget. Specialised in external plant programs, which includes Integrated Access (copper & fibre network), Mobiles and NBN Definitive Agreement. Also established programs to manage several large Natural Disasters (eg Queensland Floods and Victoria Bush Fires) to track and managed the projects and associated costs.Provided advice, established processes and produced relevant documentation to ensure efficiently and correctly manage the construction program. Produce and update "Program Management Advices" which provide instructions to Engineering and Design staff for the creation and management of projects. Developed financial models to forecast business requirements, along with tools and systems to report, forecast and manage these activities. Lead several teams to improve the management of the construction program, including development of several reporting tools and improving project delivery performance, eg meeting of commitment dates. Also provided advice on how to manage better large construction programs, eg high volume of projects requests, such as in the NBN program. While this was a senior management role, there was the requirement to ensure that knowledge of technology remained up to date. This role often involved working with network planners before new technology is released to establish a deployment plan, assist with business cases, negotiate funding, etc.
