I am responsible for leading the UK Government’s net zero strategy for all areas of the environment – agriculture, land use (forestry, peat), waste and f-gases.

I was responsible for the £640m Nature for Climate Fund to massively expand woodland cover in this country, allocating it in the best way to not only contribute towards the Government’s net zero target but to reverse the decline in this nation’s biodiversity. I also had responsibility for delivering Defra’s contribution to net zero through the decarbonisation of agriculture, waste, and land use sectors. In addition, I led the Government’s policy for ensuring this country becomes resilient to the effects of climate change.

I led the development of the UK Government’s main environmental policy, its commitment to improve all aspects of the environment within a generation through a 25 Year Environment Plan. I established the team that developed the plan and led the Plan's development. It was launched by the UK Prime Minister in 2018. I then led its implementation, which included driving forward the inclusion of the 25 YEP into law alongside environmental targets through the upcoming Environment Bill.Alongside this, I managed the Natural Capital Committee secretariat, an independent committee that advises the Government on how the state of the natural environment affects the performance of the economy and individual wellbeing.

Led on implementing the UK Government’s reducing regulation and EU engagement policy in DfT (the largest regulating department in Government). Was runner up UK Civil Service leader of the year. This involved: • Providing frequent advice in person to Ministers, the Permanent Secretary and the Department’s Executive Committee; • Engaging with external stakeholders to take on board their concerns; • Forming key alliances with other Member States and working with the European Commission to influence them towards the UK’s policy position; and • Changing the culture in DfT so that it put a deregulatory mindset at the core of how it works.

Ran a multi-disciplinary team of 12 that was responsible for the UK’s main surface transport demand forecasting and policy analysis tool (the NTM). Used this large, complex, model to:- Forecast British road transport demand to 2025; and - Test different policy scenarios (such as road pricing and different levels of fuel taxes) in order to inform UK Government transport policy.Actively represented the UK at numerous EU and international meetings, such as at the OECD and European Commission.

Provided analytical support to various major government policies, such as its Climate Change Programme and Air Quality Review, for which I was the transport analytical lead. Provided economic advice on the most efficient ways of abating carbon and pollutants. Was the analytical lead for the UK negotiating position on the EU car fuel economy legislation that continues to determine the required annual improvements in car fuel economy in the EU.

Worked on promoting the single market in financial services in Europe and negotiated relevant legislation emanating from Brussels.Was the UK policy lead on EU retail payments, dealing with an EU legislative proposal on cross-border payments (negotiated the EU Regulation in the European Council in Brussels before implementing it in the UK).
