Serves as the Senior Technical Adviser (Budget/Governance) to the Chief Information Officer (CIO) in providing guidance/direction for establishing long/short-range, external/internal budget goals and plans aimed at meeting program requirements within available resources at The Corporation for National and Community Service (CNCS)

Mr. Hampton currently acting in the role of portfolio and program director. In this role he provides key leadership, strategic business planning, and management to support the activities of the HHS Office of the Chief Information Officer. Mr. Hampton provides strategic guidance that enable disparate and competing organizations to establish common direction and identify shared benefits. Lead budget discussion in the allocation of resources for a $6.2 billion, 700- plus item IT portfolio. Manages IT governance meetings (TechStats, Stage Gate Reviews, Steering Committees, etc.). Leads IT Project, Program, and Portfolio Management across HHS.Additional Responsibilities include:• EPLC Change Control Board Chair – directs project and program management practice and policy in collaboration with key stakeholders in 11 HHS Agencieso Collaborate with HHS IT project, program, and portfolio management offices to assess requirements and provide guidance and technical assistance o Oversee management and governance of more than 1500 IT projects across HHSEncourage collaboration and cooperation among program offices within the Office of the CIO and with other IT organizations and program offices with HHS

Program Manager for the Program Management Division. Established the Application Infrastructure Impact Program (AIIM) (PMO), which enabled IT leadership to proactively manage employee workload, optimize project resources, and greatly improve project completion rates. Accountable for an IT portfolio of more than 480 million dollars funding 18 major IT investments. Set up and run the bi-weekly AIIM meeting for approximately 40 Federal PMs and Division Managers to asses impacts amongst programs and projects. Federal lead and COTR for the Oracle Primavera P6 System Application.

Mr. Hampton is a Senior Financial Analyst with over 10 years of progressive experience in developing, implementing and applying systems and processes in support of corporate level strategic goals and objectives. He has proven expertise in all areas of project management with an extensive knowledge of government requirements in cost and systems. He has developed program plans, budgets, cost estimates and has utilized earned value techniques to manage project performance. Additionally, he has provided support reviewing OMB Exhibit 300 business cases, particularly focusing on the review and development of meaningful performance measures. Served as a Senior Analyst working with various federal clients, such as Department of Treasury on Capital Planning and Investment Control (CPIC). Additional skills and experience include: Exhibit 300 Strategic Planning/Review, Business Analysis, Business Process Reengineering, Project Management, and IT Systems Design.

Mr. Hampton provided project management mentoring to the Federal Aviation Administration (FAA) to develop the RCISS Program. Managed the exhibit 300 team of three senior professionals. Developed program plans, cost estimates and budgets, Cost BOE/Benefit BOE, resource-loaded schedules, earned-value tracking/EVM plan, and issue papers for the Planning, Programming, Budgeting and System Evaluation. Provided Integrated Baseline Review (IBR) Training, Surveillance Review Training, Development of FAA’s IBR framework, and briefing Karen Evans from Office of Management and Budget on the IBR methodology (which led to a score of green in e-Gov on the PMA scorecard). As well as the following: Capital Planning and Investment Control (CPIC) consisting of development and delivery of acquisition-related analysis and documentation to include the Mission Needs Statement (MNS), Operational Requirements Document (ORD), Analysis of Alternatives (AOA) and Cost-Benefit Analysis (CBA), and Life Cycle Cost Estimate (LCCE). Developed a requirements baseline document and program plan for launching new information Technology Infrastructure. Developed and conducted a three-day project management training course for the CIO and IT managers.
