Managed large-scale transit-related projects including the Richmond Regional Transit Vision Plan and the Southern Virginia Higher Education Center Transit Feasibility Study. Developed statewide policies and regulations for the collection, management and reporting of transit performance data and managed the development of the program’s implementation. Managed the preparation of transit development plans for transit agencies of all sizes across the Commonwealth in coordination with consultants and transit managers. Worked on projects with agencies and organizations at the federal, state, regional and local levels.

Salt Lake City, Ut

Worked on everything one could work on at the local government level (in the planning/transportation realm).Managed the creation of the Westside Master Plan, a comprehensive land use plan for an ethnically and economically diverse community with considerable development challenges due to historic land use development patterns, transportation barriers and environmental justice issues; the master plan required use of public engagement techniques that had not been employed by the city in the past. Rewrote Salt Lake City’s ordinances regulating off-street parking, alternative parking and transportation demand management with the goal of establishing a more sustainable and comprehensive approach to off-street parking and related development regulations. Member of the project management team for the North Temple Boulevard Master Plan (a comprehensive master plan for the light rail corridor between Downtown Salt Lake City and the Salt Lake City International Airport) and the 9 Line Corridor Plan (a rails-to-trails project). Member of the project team for the city Bicycle and Pedestrian Master Plan; the citywide Transit Master Plan; the Salt Lake City Downtown Streetcar Alternatives Analysis; and the citywide Parking Policy Study. Performed detailed analyses and reviews of applications for a variety of zoning map amendments, planned developments, street closures, subdivisions, variances, and conditional uses, many of which were controversial and complex.

Served as lead staff for development and maintenance of the Richmond Area Metropolitan Planning Organization’s GIS and socioeconomic databases. Served as support staff for the regional long range transportation plan, congestion management system plan, public transportation needs assessment and other related plans, reports, and projects. Created a housing conditions survey for the Jefferson Davis Corridor for Chesterfield County. Served as support staff for the Technical Advisory Committee, the Elderly and Disabled Advisory Committee, and the Citizens Transportation Advisory Committee.
