Lead responsibility for Welsh Government approach to developing, managing and reporting on devolved tax policy and strategy

Leading on digital and financial inclusion policy and implementation of the Digital Inclusion and Financial Inclusion Delivery Plans, including the provision of operational oversight on the following funded programmes• Social welfare advice services - £8.5m per annum• Discretionary Assistance Fund crisis payments - £11.7m p.a. (including contract costs)• Credit unions - £1m p.a.• Digital Communities Wales (DCW) Digital Inclusion and Health programme - £2m p.a. Leading on the engagement of people with technologies and addressing barriers that prevent people from fully benefiting from the opportunities presented by digital technologies.Ensuring that all citizens have access to affordable credit and financial services; access to financial information including debt advice; and building financial understanding and capability.

Led on the design and development of the new Welsh mathematics and numeracy curriculum, responsible for leadership of the workstream and key stakeholders and partners, including Estyn the schools inspectorate, regional consortia, teaching professionals and academics in order to deliver the new Welsh curriculum by 2019. Successfully delivered the new mathematics and numeracy curriculum ahead of all other areas and to much political, professional and critical acclaim.

A member of the senior management team in the Financial Control Directorate. Delivered improvements to financial and core business processes against the shared service principles: standardised, simplified, streamlined and centralised. Raised financial skills and capability through the identification and development of competency based learning and development.

Head of the Information Enabling Team, responsible for the provision of knowledge, data and analysis to enable the Care & Social Services Inspectorate to encourage the improvement of social care, early years and social services in Wales through its core regulation and inspection duties.Developed new information handling and sharing procedures and guidance which, when subsequently inspected by the internal audit team, resulted in a fully compliant assessment – the only area of the organisation that received such an assessment.

Responsible for translating the “Sustainable Social Services for Wales” policy document and manifesto commitments into tangible plans for improving the well-being of vulnerable people in Wales. Developed the early thinking and methodology for a social services outcomes framework by developing a set of well-being outcomes which were written into law in the Social Services and Well-being (Wales) Act (2014).

Designed and built a set of performance tools including a strategic framework, performance indicators and scoring methodology. Engaged extensively with policy departments and secured the agreement of the First Minister to deliver the first Programme for Government in Wales.Finance lead for the Local Government and Communities Department, provided briefing and analysis on the activities of Local Government and Communities as part of the corporate planning and reporting processes.

Acting Head of Unit, responsible for the development and implementation of an information and knowledge management strategy. Developed innovative solutions and tools to enable effective exploitation and sharing of information and knowledge and provided advice and consultancy services on information and knowledge management issues.Provided a regular monthly corporate management information service, including, commissioning, checking, analysing and disseminating key performance information for the Permanent Secretary and Management Board.

Developed a wide range of new and improved statistical outputs tailored to the strategic needs of the Assembly. Extensive data analysis (SAS programmer), dissemination and publication, specifically Annual Business Inquiry (ABI). Also commentary, briefing and advice for senior colleagues, both technical and non-technical.

Successfully developed a new national survey to determine the level of fixed assets in British industry using PRINCE methodology. Managed a portfolio of financial surveys and project managed a review project to improve the quality, ease of use and cost of completion of survey forms. Managed a team of data analysts responsible for the production of clean datasets in support of the above surveys.

Controlled the integration of new software (SAS) into the ONS as the new strategic statistical software package to 350 users across 4 national locations. Developed strategy for implementation, support, training and financial administration of SAS software.
