KEY RESPONSIBILITIES :1. Develop SEIFSA’s economics profile:• Conduct economic reports for the SEIFSA Board and Council.• Publish half-yearly economic reports• Publish economic briefs in the SEIFSA News.• Make presentations on the state of the economy during the SEIFSA Roadshows.• Develop, publish and maintain a comprehensive SEIFSA economics database (see point 2 below)• Issue press releases on economic matters relevant to the steel industry• Manage all research activities and analysis undertaken by the Division2. Develop and maintain a comprehensive economics database on the metal industry – encompassing, for example:• Industry trends (steel production, consumption and trade)• Employment trends• Capital investment• Size and composition of the industry• Industry wages and inflation comparisons• Transformation data3. Provide leadership on all SEIFSA economic matters:• Develop, interpret and present SEIFSA’s economic position on economic and trade matters• Develop and formulate economic strategies for SEIFSA Board• Derive SEIFSA’s economic and commercial strategy as part of an annual strategic process4. Provide leadership and manage the Economics Division staff.5. Promote and manage the development of an expanded range of economic and commercial services and publications.6. Represent SEIFSA at NEDLAC, BUSA, NERSA, economic and industry forums and government on various industry matters. 7. SEIFSA’s face of economics.

KEY RESPONSIBILITIES :• Manage all research activities and trade analysis undertaken by the Unit.• Manage all trade publications by the Unit.• Develop methodologies for analysing economic data and preparation of reports on the results.• Develop methodologies for conducting surveys in collaboration with Statistics South Africa, the South African Reserve Bank and South African Revenue Services.• Identify the data needs of the Department.• Source reliable and credible data to meet the needs of the Department.• Develop a framework to ensure proper maintenance of all data repository, in collaboration IT unit.• Development of econometric and statistical models appropriate to meet the needs of the Department.• Develop economic forecasts using robust econometric tools and techniques.• Manage the dti’s Gravity Model, Decision Support Model and the Computable General Equilibrium (CGE) Model.• Identify economic indicators for trend analysis, in order to influence policy formulation and decision making.• Manage stakeholder relationships in the context of contract management.• Manage a high-performance team of statisticians.

KEY RESPONSIBILITIES :• Contribute materially to the Unit’s original research.• Plan, design and conduct research to aid in the interpretation of economic relationships.• Write unit's quarterly publication on economic factors posing potential risk and opportunities for the bank.• Compile reports on sectoral and industrial analysis.• Device methods and procedures for data collection and processing.• Compile data relating to specific research areas, such as employment, GDP, and consumer inflation.• Undertake and reviewing unit's economic forecasts for stakeholders including Interest Rates Committee and Pricing Strategy Unit.• Prepare monthly macroeconomic summary / dashboard on latest economic releases and their impact on bank, for stakeholders and clients.• Provide economic presentations to clients (internal and external).• Compile and update international and domestic economic outlook.• Review and analyse economic data in order to prepare reports detailing results of investigation, and to stay abreast of economic changes.• Conduct ad hoc request-based research.• Gather and analyse information from various sources. • Apply economic knowledge to data and sort information to ensure objectives of research are met.• Liaise and network with public institutions to improve the bank’s exposure and additional information for analysis.• Build and maintain strong stakeholder relationship.• Apply knowledge of organisational systems, structures, policies and procedures to achieve strategic objectives.• Take accountability for achievement of operational and strategic objectives within area of control.

KEY RESPONSIBILITIES :Policy Research and Financing • Render specific economic analysis.• Conduct research on key issues affecting the sector and health financing. • Develop and advise on financing and costing models for health.• Develop, implement and maintain appropriate mechanisms to respond to changing needs for financial information.• Render technical advice to the Chief Financial Officer.• Give necessary advice on macro policy interventions.• Management and monitoring of the National Tertiary Services Grant (NTSG) and Health Professionals Training and Development (HPTD) conditional grants, including financial reporting and budget preparation, in line with DORA.• Management of projects funded through EU-donor funding. • Develop systems for monitoring and evaluation of health expenditure and outputs.• MTEF budget planning, preparation and monitoring.• Determine mechanisms for routine collection of health national accounts.• Develop equitable allocation mechanisms for district financing, hospital financing and certain specific diseases. • Ensuring the development of a coherent strategy for private provision and financing of health care.• Costing of health strategies and the provision of other health care services• Establish relations with associated institutions on various socio-economic projects and provide assessment of the impact of these projects. • Ensure effective and efficient administration and management of the directorate – including supervision of personnel, strategic and operational planning and co-ordination of activities.• Aligning Unit’s strategies to overall Branch and Organisational strategies.• Implementation of operational plans and staff development in the directorate. • Identifying and managing risk in the Unit, undertaking risk management processes and developing risk management action plans.

KEY RESPONSIBILITIES :Fiscal Policy/Research • Undertake research on key policy issues affecting provincial government departments.• Monitor existing / new policies and provide analysis on key development issues.• Undertake presentations on research topics.• Undertake strategic fiscal analysis i.t.o. the Provincial Priorities, Provincial Growth Strategy, IDPs & the provincial budget• Provide analysis of the provincial economic alignment strategy• Compilation of the Budget Flyer. • Undertake sectoral analysis in relation to policy priorities and implementation• Undertake macro and socio-economic analysis• Determine and evaluate service delivery gaps within departments• Assess and ensure effective expenditure• Undertake the annual fiscal policy process• Under take ad hoc research tasks.
