As a Branch Chief, my duties consist of the following:•Direct, plan and organize the acquisition functions which involve pre-award and post-award contract administration management processes.•Coordinate with integrated and supplier support teams, administrative, legal office and technical and support organizations.•Correlate program requirements to include: budget, manpower, training, materials, facilities, and services.•Manage major procurement programs and has oversight of subordinates professional acquisition training, certifications and contracting warrants are kept current.•Resolve complex and unprecedented situations and take measures to resolve critical areas.•Contracts awarded and administered are for major weapon systems, equipment, spare parts and assemblies and weapon systems.•Formulate and advise on long-term logistics and acquisition objectives and priorities.•Provide guidance to the leadership team to shape the organization's operational programs, policy, and direction.•Represent acquisition programs to top agency management and other agency executives, high-level executives of DoD components, and the military services.•Execute decisions and ensure consistency of the interpretation and the implementation of procurement process policies and procedures.

My leadership qualities give me the ability to work with individuals from varying backgrounds, while also promoting team values.My experience and capabilities include the following:•Perform Post-Award functions for a wide variety of highly complex contracts including those with special business arrangements that are tailored to each corporation, and coordination with enterprise entities for implementation.•Analyze difficult issues and identify alternate courses of action regarding contract administration, modify standard procedures and solve a variety of problems•Coordinate with areas both internal and external to the government to resolve problems, address concerns, and elevate issues in accordance with contract administration law.•Experience applying contracting principles, laws, statues, regulations and procedures applicable to post-award actions sufficient to procure and administer contracts.•Experience with federal contracting methods and contract types, which requires specialized knowledge of federal contract administration policy, procedures, techniques, and evaluation/control methods sufficient to coordinate and monitor prime and subcontractor performance on complex, long term contracts.•In this position I monitor the collection, consolidation and analysis of metrics and data used to inform my directorate on the viability, effectiveness and efficiency of team programs.•Experience using negotiation techniques to meet and deal with representatives of private sector and with government experts or managers in order to procure assigned products.

As a Procurement Analyst, my duties consist of the following:• Using research and data analysis techniques to prepare detailed, written reports containing concise findings and innovative recommendations for improving contract metrics and processes. • Evaluate corrective actions to the identified findings and initiate action when improvement or corrective measures have not been implemented.• Identify trends and other factors adversely affecting contract metrics and processes; communicate performance and trends to senior leadership.• Conduct special studies and projects resulting in the analysis and evaluation of contracting matters for reporting to senior level management.• Provide support to leadership on procurement issues, plans, reports, and metrics.My experience and abilities include the following:Experience applying and adapting analytical techniques and evaluation criteria to investigate, analyze, and evaluate the effectiveness and efficiency of activities within the assigned process area and to develop and implement corrective actions for complex contracting process problems.• Experience preparing correspondence and briefing materials, documenting research findings, conducting research studies, reporting findings and making recommendations in the fields of contracting/procurement.• Experience in pre-award and post-award phases of contracting to include market research, acquisition plan development, contract pricing and negotiations, source selection, and contract administration functions.• Thorough knowledge of the Federal Acquisition regulation (FAR), Department of Defense (DoD) FAR supplement (DFARS), as well as Defense Logistics Agency (DLA) regulatory guidance.

The Defense Logistics Agency (DLA) is a U.S. Department of Defense (DoD) agency.
