Lead a small government team and a contingent of 13 contracted development teams in the development of the National Background Investigation Services. I work with customers and stakeholders that span 90% of government agencies to design & develop a comprehensive personnel security and suitability system. I am the focal point for aggregating the needs of the customers and designing complex solutions that allow the system to meet each of their needs, even when they are not complimentary of each other. I break the solutions I design into developable components and assign my team members sections to develop. They work as product owners with development teams to execute my designs. The objective is creating unique solutions that span across many mission areas and can be utilized by a variety of users in a multitude of ways.
Senior System Engineer
In the wake of the hack of OPM systems in 2015, the National Background Investigation Services (NBIS) Directorate at the DISA was tasked with building, securing, and operating the IT systems necessary for conducting background investigations for personnel security processes. As part of a very small government team, I had a key role in shaping and developing the functionality designs, which includes tools necessary to conduct interviews and smartly assign work for maximum efficiency. I spent over 6 weeks at customer sites, working to uncover business processes and system needs. With the legacy systems contributing to a backlog of over 700,000 cases, I was tasked with finding and enabling process efficiency as well, to ensure the system of the future does not continue the problems of the past. I have focused on crafting a framework of capabilities that could be utilized by any user, without forcing one’s implementation of business logic upon the other.
Chief, Pssi Validation & Reconciliation Branch
Oversaw execution of approximately $1 billion per year in payments to the Office of Personnel Management for personnel security and suitability investigations. Led a team that worked with over 200 personnel from every branch of the military as well as all of the Defense Agencies to validate and reconcile more than 3,000,000 transactions every year. I designed and built the business logic that is able to validate the accuracy and cost of 99% of those transactions with greater accuracy than a human. I built models projecting future requirements and costs in both the near and long term. I maintained existing infrastructure, ensuring data security and integrity through proper encryption of data and denial of access to unauthorized users and requests. I maintained the firewall and the exception list to allow a limited number of locations and people to access the system, and control user access and capability.
Lead Software Developer
Built a secure data warehouse, performing daily Extract, Transform, & Load (ETL) operations on over 350 databases spread throughout various countries and time zones. Integrated security controls with company’s pre-existing Active Directory software, ensuring only validated company employees had access. Built firewalls and controls into the system to deny access for unauthorized requests. Developed a business intelligence front end for the senior management and the project managers within the company. The daily reporting of activities for hundreds of workers now takes place in a single, secure, customizable portal and helps the company properly bill their clients for work performed.

Tasked with solving problems for which there was limited funding and resources, I routinely exceeded all expectations. I enhanced internal communications through the deployment of an Air Force Enterprise capability of Microsoft Office Communicator and Microsoft SharePoint. I built quality and performance metrics for the business, transitioning them from an inventory model to an activity model. I built a model to simulate and forecast work output on a sandbox laptop.
