- Head of Design Authority Secretariat – I led a team that supported the principal forum for all policy, regulatory and commercial design decision making in DECC’s Smart Meters Implementation Programme;- Rollout policy and strategy lead – I led analysis and the development of policy to support an efficient and effective rollout during the main installation stage of the programme, working with DECC Legal, Ofgem, UK energy suppliers and network operators.- I led on assurance of privacy, non-domestic and rollout monitoring and reporting policy to ensure optimal design that is cost effective, supports the smart meters business case and is line with the Secretary of State’s vision for the programme;- I led on EU issues, including implementation of the smart metering aspects of the Energy Efficiency Directive;- I supported and advised Ministers and Special Advisors on smart metering issues.

With over 5 years experience working on global carbon markets in both business and policy focused UK government roles I:- Represented Member States at UNFCCC negotiations as the EU Negotiator on the New Market Mechanism & Non-market Mechanism;-Led and managed a team of four people to develop, negotiate and pilot global carbon markets policy ensuring delivery of work and management of risks;- Led UK global carbon markets policy, working with DECC policy teams, Other Government Departments, EU Member States and other international partners to deliver UK policy objectives;- Advised and supported senior officials, Special Advisors, the Secretary of State and Minister for Climate Change on global carbon markets issues.

UK Lead Negotiator on Global Carbon Markets Policy: Kyoto Protocol mechanisms - CDM, JI and IET & the New Market Mechanism and share of proceeds from that mechanism. I developed, promoted and negotiated UK policy in these areas within the EU and at UNFCCC negotiations in liaison with UK Ministers.

As UK lead on the Clean Development Mechanism (CDM), Joint Implementation (JI), International Emissions Trading (including linking), the New Market Mechanisms and the UK Designated National Authority (DNA) and Designated Focal Point (DFP) I developed and promoted UK global carbon markets policy within Whitehall, the EU and the UNFCCC, providing advice and support to senior officials and Ministers.

I supported and promoted UK private sector involvement in the Kyoto Mechanisms and the international carbon market by:- Designing and delivering trade missions in partnership with UK Trade and Investment (UKTI) to China, Ukraine, Qatar, Jordan, Indonesia, Malaysia and the Philippines;- Coordinating CCPO activities in Annex I countries, Latin America, South East Asia and China with the Foreign and Commonwealth Office (FCO), UKTI and DECC;- Engaging with private sector market participants to feed business perspectives to global carbon markets policy development in DECC;- Liaising with UK companies to provide technical advice on the Kyoto Mechanisms and facilitate their involvement in the global carbon market;- Managing CCPO’s budget to deliver an annual trade mission programme of inward and outward of visits that delivered additional business from private sector participants and value for money for UK taxpayers.
