Olivier has an extensive operational and policy background in telecommunications of over 30 years. After a brief initial experience in teaching and research in economics at the Aix-Marseille University, he started his carrier with France Telecom (FT) in 1977 as Inspector Principal with special training sessions from Institut National des Telecommunications (INT Paris). After holding several positions, he was appointed Head of Telematics Department in France Telecom (Regional Directorate Provence-Alpes-Côte d'Azur) in 1984.He then joined the European Commission in 1987 and become an official (principal administrator) in DG Information Society in 1989. His successive posts adressed regional telecommunications (technical monitoring of the STAR and Telematique programmes of the EU Structural Funds in 1989-1995), Trans-European Telecommunications Networks (preparation, adoption and management of the TEN-Telecom programme in 1996-2000), and regional and societal aspects of Information Society (relations with EU Structural Funds) in 2001-2004.Since 2004, Mr Pascal's tasks covered International Relations with EU Accession and Neighbouring Countries on Information Society and Media, with special emphasis on preparation to alignment with rules of the EU electronic communications and information society regulatory framework.Olivier is now on retirement from the European CommissionSpecialties: telecommunication policy and regulation
