Head Of Construction & Engineering
Deputy Head of the Engineering and Construction Division in the Ministry of Defense (Brigadier General) ♦ Primary and regulatory authority - responsible for initiation, planning and management projects in all areas of construction, infrastructure and contracting. ♦ Managing megaprojects of billions of NIS, reviewing and meeting budget, quality and schedule goals. ♦ Leading cross-divisional strategic processes, including determining goals, targets, work plan and review mechanisms, employing cross-organizational, team-based work. ♦ Member of the senior forum in the IDF and the Ministry of Defense and a partner in determining and implementing infrastructure and construction policy.♦ Direct management of 12 project branches and headquarter branches, providing professional guidance to 10 additional IDF units. ♦ Establishing an annual plan for the division and all branches, reviewing execution, management and operational budgets.♦ Initiating development and implementation of information systems for upgrading project management processes such as MSP systems, network SAP, managing the BIM systems.♦ Conducting projects with USA Corps of Engineers and work with designers, contractors and supervisors. ♦ Identification, development and placement of the engineering force in the IDF (architects, engineers and practical engineers), from the absorption process, through professional and personal training through to discharge from the IDF.♦ Leading operational projects while generating creative solutions and implementation in conditions of uncertainty.♦ Working with dozens of end-clients, with budget transparency and establishing systems for sharing information and knowledge.
