MG Orr (Ret) is an experienced senior military leader with over 43 1/2 years of military and civilian service to state and nation. From 2020-2023, he performed the duties as the civilian Advisor for Intergovernmental Affairs for the Chief, National Guard Bureau (NGB). He has worked with elected and appointed officials at the highest levels of the White House, DoD, federal agencies, NGB, state governments, military associations, and the 54 Adjutants Generals. He served as the 27th Adjutant General for the Iowa National Guard with responsibilities as the senior military leader for the Iowa Air and Army National Guard, a force of over 9,000. As the senior commander, he was responsible for over 53 Air and Army installations, including Camp Dodge, the State Headquarters, and the National Sustainment Training Center. During this tenure, he had oversight of the State Fiscal Office, Gold Star Military Museum, Homeland Security Emergency Management Division. He was the legislative agent for the State of Iowa with over 10 years of experience working with elected officials at the federal, state and local level to create, implement and revise policy. He was accountable for a state budget of over $11million and a federal budget of more than $365 million. He served in several additional duties including 7 years as the Co-Chair for the Council of Governors; 3 years as the Co-Chair for the Chief of the National Guard Bureau's Cyber Security Advisory Committee; 7 years as the Chair of the Adjutant’s General Association of the United States Infrastructure committee; 3 years as the Chairman for the Army Director of the National Guard Bureau's Sustainment Readiness Advisory Committee; 3 years as a member of the Secretary of Defense's Reserve Forces Policy Board; 5 years as a member of the United States Army Reserve Forces Policy Committee; and 2 years as a member of the Governor’s Executive STEM Advisory Board. During the last 11 years as Adjutant General, he was responsible for the establishment and overall vision of the State Partnership Program between Kosovo and Iowa, which took a whole of Kosovo, whole of Iowa vision that resulted in 7 Sister-City relationships and a Kosovo Consulate in Des Moines, Iowa.
