Provides a broad range of civil and environmental services related to all aspects of solid waste facility siting, design, permitting, construction quality assurance and construction management, leachate management, and landfill gas system design. May 2017 lay-off due to lack of work.As an example environmental project, served as Engineer/Owner's Representative at the Breslube Penn Superfund Site in Moon Township, PA for remedial action and associated work including excavation and consolidation of contaminated soils; installation of a modified RCRA Subtitle C cap cover system; installation of a vertical slurry wall; installation of drainage system to direct waters through activated carbon treatment cells to positively treat for discharge at non-detect concentrations. Performed Photo-Ionization Detector monitoring, compliance sampling and environmental controls, including operation of the Community Air Monitoring Program for VOCs and respirable dust levels during invasive activities which may potentially create an airborne hazard.

Mainly unemployed during this period: worked charity concessions at Cleveland stadiums for Delaware North Corporation; secured license to sell insurance in the state of Ohio; and, created an LLC to continue permitting and regulatory compliance consulting services as sole proprietor for existing clients in the construction and demolition debris industry.

Maintaining interfaces with local, state and federal environmental agencies as well as providing regulatory guidance and interpretation of state and federal environmental laws and regulations.Environmental representative for regulatory compliance of the Harvard Refuse, Inc. facility in Cleveland, Ohio which had an environmental history adjacent to Mill Creek that includes manufacturing, mining, municipal solid waste disposal, and construction & demolition debris disposal. Advised Muskingum College of the options available and their costs for remediation of an “open dump” following anonymous complaint to the Ohio EPA Logan, Ohio office. Represented the college by interfacing with Ohio EPA; and, successful in leading the college from site characterization to cost effectively obtaining “clean closure” status of their historic ash disposal site.

Responsible for successful completion of the initial 1997 and 1998 license applications under new Ohio EPA Rules for five construction and demolition debris (C&DD) facilities located in Cuyahoga County, Ohio and one in Summit County, Ohio. One application was noted to be the first approved in Cuyahoga County; and, regulatory recognition and referral resulted in other C&DD facility business development.Performed independent technical review of a twenty-three sheet drawing set prepared on behalf of the State of Ohio, Department of Transportation, titled "FRA-161 Bluebird Wetland Mitigation Area Drawings." Reviewed for conformance to generally accepted engineering and construction practices and provided comments for resolution.Performed independent technical review of a wetland mitigation plan developed on behalf of the Ohio Turnpike Commission and titled "OTC CR 24 Interchange Wetland Mitigation Plan." Responsible to manage all site technicians, oversee and direct all daily site QA/QC activities, coordinate assembly of all field data, check data for completeness in the field, weekly progress meetings and minutes of said meetings, and ensure that all project requirements relative to QA/QC are being completely addressed and closed out.Design and construction oversight of the final cover for closure of Secure Landburial Facility 12 (SLF-12) and the 1994 and 1995 construction of Residuals Management Unit 1 (RMU-1). Both SLF-12 and RMU-1 are multi-cell double composite lined hazardous (RCRA and TSCA) waste landfill at CWM Chemical Services' TSD facility located in Niagara County, New York. Approximate values: SLF-12, $4 million; RMU-1, $8 million in '94 and $6 million in '95.Investigation and construction oversight of slope stabilization efforts at the Niagara River discharge of an effluent pipeline that originates a CWM Chemical Services' TSD facility. Design included a tieback retaining wall, regrading of soils over the replaced pipeline, erosion control, and subsurface horizontal drainage. Approximate value, $300 thousand.

Management of environmental projects involving design for hazardous/radioactive waste management and N/SPDES regulatory compliance. Also provided technical support to other Project Managers on Civil/Environmental related projects including radioactive/mixed waste and stormwater management. Responsibilities included: proposal writing, cost estimates, client contact, subcontractor and field personnel scheduling, draftsmen guidance, and preparation of technical documents and reports. Left for greater income.Representative assignments successfully completed while with the firm include:Design of infiltration controls for low-level radioactive waste disposal trenches in the State Licensed Disposal Area at the Western New York Nuclear Service Center, West Valley, New York (the "West Valley Demonstration Project"). Assignment included the evaluation of alternatives, preparation of design and construction documents, and technical supervision of construction for a subsurface barrier wall and membrane cover.Design of a Bioengineering Management cover system. This technology used a combination of hard cover panels and vegetation to limit infiltration into a low-level radioactive waste trench at the West Valley Demonstration Project.Assisted in design for closure of low-level radioactive mixed waste ponds at a major chemical plant in Ohio. The project documents and design were prepared in accordance with OEPA, USEPA, and USNRC regulations and guidelines, including the RCRA Minimum Technology requirements.Project Manager for UST removal and clean closure for a national department store warehouse located in Erie County, New York.Investigated and evaluated the source of contamination in a SPDES discharge of a major Western New York printing company.Prepared conceptual design for temporary storage of radioactively contaminated soil encountered during construction at the West Valley Demonstration Project.

Employed originally in the Materials Testing department. After four months, promoted to manager of the engineering technicians. Responsibilities included scheduling and training of technicians, purchase and upkeep of equipment, and QA/QC of both field and laboratory services and equipment. In addition to management duties, performed field inspection services, laboratory testing, marketing, and report preparation relative to masonry, soils, concrete, asphalt, fireproofing, structural steel, roofing, welding and welder certification.Promoted in 1988 to Staff Engineer position in the Geotechnical/Environmental department. Responsibilities included: organizing and directing subsurface exploration and geotechnical engineering evaluation; rural and urban hydrogeologic studies; environmental site assessments in numerous county and city jurisdictions in the states of Virginia, Maryland, Pennsylvania, and the District of Columbia; soil permeability testing; welder certification testing; supervision of placement of piezometers and monitor wells for evaluation and assessment of subsurface contamination; performance of surveying needed for settlement studies, condition surveys, goundwater characterization, and soil boring layout; forensic condition surveys of numerous structures including: The Rotonda Condominiums (five ten-story buildings) in Tysons Corner, Virginia; The Evening Star (historical newspaper building) in Washington, D.C.; and the Virginia Route 7 bridge (concrete) crossing the Shenandoah River.
