I am a long-term expert in child and youth policy and practice. I started in my current position as the Chief Expert in child and youth issues in THL in January 2021. My career started in the 1980's in the field of early childhood education and care (ECEC). The last 21 years I have worked at governmental organisations (the National Research and Development Centre for Welfare and Health 2000-2008; the Finnish Institute for Health and Welfare 2009- today). During this time I have worked as the head of unit of 45 child and family experts, and as development manager of child and family issues. I have coordinated development projects, provided advisory services and professional training at governmental, regional and local levels, created policy documents, and evaluated policy programs. I have worked in a number of international early childhood education and care projects. Among other things I worked as the early childhood expert in a Finnish-Namibian cooperation project between the two education ministries in 2012-2014; lead a European Union project in Romania in 2007 for developing the policy and legislation of early education; and worked as an external expert in the OECD Thematic Review of Early Childhood Education and Care Policy in Canada in 2003.
