In this job, I have an onerous responsibility to train the ranks of Delhi Police from non-gazetted to gazetted ones. The job also entails organising in-service courses for improving the efficiency of the force while having a human face. Training is conducted in one PTC (Police Training college), two PTSs (Police Training Schools), one STC (specialised Training College) and one STU (Subsidiary Training Unit). Each of the above establishment is headed by a Addl.CP/DCP level officer who are entrusted with running the above institutions. As Head of training establishment, my job is to improve the training curriculum, capacity building, course designing and also guiding the officers for giving their best.

During my tenure in Bureau of Immigration, I was instrumental in bringing sweeping changes in Immigration Department. I was able to change the face of the Department in terms of infrastructure, technical upgradation, response pattern, processes, procedures, conduct, facilitation, etc. Today, Indian Immigration is comparable to any Immigration system of the world or even better than many.During ths tenure, a complex system called IVFRT (Immigration, Visa, Foreigners, Registration & Tracking) was installed worldwide which was instrumental in bringing transparency in the system and brought down visa issuance time from 15 days to 3 days. This aspect helped the ease of doing business’ in a big way. Another milestone was introducing e-visa for 166 countries. To sum up the Indian Immigration saw major reforms during the above period under the command of the undersigned.

Heading a District in Delhi is a huge responsibility in terms of crime prevention, investigation, intelligence collection and also improving the image of the organisation. The task also includes immaculate man-management where you have to lead a force of 2000-2500 police personnel of all ranks working in different police stations. As District DCP, one has to keep the force motivated so as to serve the population of the District which could be anything between 1.5 million to 2 million or even more. In Delhi, the population is well aware about their rights, they are educated and it is a challenge before the DCP to keep law & order in check while implementing various schemes of community policing. The DCP always have to win the trust of the people to be successful. I for one could achieve the above listed things with great aplomb and won various laurels. I used all my knowledge, experience and techniques of management (being MBA) in bringing good name to the organisation while keeping the population (we serve) fully satisfied and police personnel motivated.

During my formative years, I also headed a District in Mizoram and was called Lungeli. It was a different experience and I was amidst a different culture, different language, different religion and major challenge was to harmonise by ways of thinking, upbringing, etc. with the local population which also included my force. I was able to successfully complete my tenure and was name Mr. Harsatna Amloh which when translated means Mr. No problems.

In the capacity of ACP, ensured strict enforcement of law & order with a strong crime prevention and investigation regime by emphasizing the principles of consensus based policing as cultural security was key in Delhi. As the Head of this sensitive sub-division comprising of sensitive communal pockets and that too during the heightened adverse communal situation (Ram Mandir dispute in late eighties and early nineties), I was able to manage harmony and security in the area. Responsible for establishing units for key performance areas like administrative, police stations, crime control units, internal investigation units, etc.
