The mission of the Center for Education Policy Analysis at the University of Colorado Denver's School of Public Affairs is to provide applied research and program evaluation, strategic planning, and facilitation that enhance the capacity of local and national education communities to make informed decisions and solve problems, especially to ensure the most efficacious use of public resources and improve access and outcomes for disadvantaged populations.CEPA focuses on preK-12 policy issues, (governance, finance, leadership, management, standards development, school readiness, parent involvement, school choice, competition and parent information issues) and higher education systems integration issues . CEPA staff employ their diverse educational and professional backgrounds when working with communities and organizations to provide applied research and program evaluation, and, planning and problem solving assistance.

Project manager for the the District-Charter Collaboration Compact Project, a national initiative involving public agreements between school districts and charter schools in over a dozen cities and intended to increase citywide student achievement by reducing combative competition in favor of collaborative partnership. Through these compacts, districts and charters commit to sharing effective practices and to sharing public resources and responsibility for all students equitably. The Center on Reinventing Public Education is acting as a thought-partner and expert resource for the compact signatories and as a monitor of the implementation of the compacts in each city.Consultant to the Portfolio School District Project which explores the strategies, experiences, and results of over 20 school districts that have adopted a model of providing public education by multiple means.

Advises and supports state departments of education, school districts, charter schools, advocacy organizations andfoundations on education policy and practice, change management, strategic planning, and problem solving.

Member of the Superintendent’s senior leadership team and cabinet.Responsible for implementing Louisiana’s statewide new schools development strategyResponsible for authorization and oversight of over 70 charter schoolsLed an office of 10 team members with a budget of $1.8M.Administered a $25M federal grant for charter school start-up.Led a community engagement process with stakeholders in New Orleans to solicit input on improvements needed to the state's charter school application process.Redesigned the charter school application process as a “Call for Quality Schools” which outlined the areas of the state in most dire need of new school options and created incentives for applicants to meet those needs, resulting in the submission of the largest number of new school applications ever received by the Department.Redesigned the state’s charter school oversight and monitoring systems to focus on quality assurance and led the development of charter school performance compact, used for ongoing monitoring and enforcement of academic, financial and organizational performance expectations. Assisted in the development of the nation's first common system for charter school expulsion.Secured $2M in state grant funds to encourage new school development in high need areas.

Responsible for authorization, oversight, and performance management of the district’s portfolio of 31 charter and contract schools serving over 9,000 students, 12 percent of the district’s total enrollment.
