• Serve as one of the regulatory attorneys for the Medicare line of business on Part C managed care issues for all of Kaiser’s regions.• Serve as liaison between health plan and Federal and State regulators.• Represent health plan during Federal audits, investigations, and requests for information (RFI).• Serve as lead counsel for Medicaid/Medicare duals member population. This includes assisting our Duals Special Needs Plans (DSNP) in all regions on annual filings, coverage issues, and coordination of benefits.• Serve as lead counsel on secondary payer issues relating to Medicare, Medicaid, and third-party liability.• Work on case resolution issues that include but are not limited to - member discharges; skilled nursing facility quality and other issues that impact provider care delivery.• Serve as lead counsel on regulatory and sub-regulatory restrictions involving member appeal and grievances. This includes case management of outside counsel on litigation matters and representing the health plan in Administrative Law Judge hearings and District Court filings.• Serve as lead counsel on health plan benefit development and offerings in all Kaiser regions. This includes benefit design for supplemental benefits.• Provide legal guidance on Medicare marketing restrictions and associated inducement risks.

• Served as a regulatory attorney providing guidance on emerging healthcare laws, licensing matters, and correspondence with government agencies for the Medicaid health plans.• Served as transactional attorney working with procurement department negotiating contracts, obtaining licenses as required in new and existing markets, and drafting of documentation (contracts, notifications, attestations, etc.).• Provided legal counsel on Medicaid/Medicare government contract issues.• Served as lead plan counsel on all issues of confidentiality, including HIPAA and privacy matters.• Helped obtain Certificates of Authority for new health plans developed in multiple states.

At Fenton Nelson, Patricia specialized in advising clients on regulatory and compliance issues, as well as transactional matters for physician practices and healthcare facilities including long-term care and behavioral health facilities. She also worked on the development and implementation of compliance plans and policy manuals regarding HIPAA, FDA audits, clinical trials and operational issues.
